The City of Antioch is soliciting proposals from qualified civil engineering firms to update the Water Systems Master Plan and develop a new water model. The selected consultant shall prepare a comprehensive Water Master Plan Study that will enable the City to identify system deficiencies and project future system needs over the next twenty years. The scope of the study shall include the following: o Analyze existing and future water needs. o Identify current and future capacity deficiencies. o Update the existing distribution system description and schematic representation. o Updated peaking factors and establish the current maximum day demand, peak hour demand, and develop diurnal curves for each pressure zone. o Develop a prioritized Capital Improvement Program for up to twenty identified improvement projects. o Develop concise one-page summaries for ten capital projects. o Review potential projects for raw water conveyance facilities. o Prioritize the recommended system improvement projects. o Provide cost estimates for the system improvement projects with escalated costs for future years. o Determine if regulatory changes would lead to the need for Water Treatment Plant modifications. o Rank the distribution system pipelines for their consequence of failure. o Review and update the current GIS water system maps. o Develop a new hydraulic model of the City's water distribution system.
