Closing Time: 2:00 PM (NT) Question Acceptance Deadline 2025/03/21 12:00:00 AM NDT The following scope shall be completed in accordance with latest editions of the Prime Consultant Agreement, and industry best practice. The Owner is looking to engage a consultant team to complete the following scope of work, including but not limited to: Gather information from Town staff such as the Director of Operations and Public Works and the Director of Recreation. Visit the site to gain familiarity and collect necessary information. Review applicable codes and regulations. Compare and contrast current arrangements for parking and the crosswalk with codes, regulations, and commonly accepted good design practices. Provide a report with recommendations regarding improvements. Include "ballpark" cost estimates, and include drawings/illustrations as necessary. The Town Council Offices and Chambers are in the Conception Bay Regional Community Centre located at 256 Water Street. Incorporated in 1948, Carbonear is one of the longest standing municipalities in the province of Newfoundland and Labrador. According to the 2021 census the population is 4,696 people living in 2,094 private dwellings. The population density is 377.5 people per square kilometer. There are 246 active businesses operating in the Town. The Swimming Pool was built in 1974 as part of the greater recreation complex in order to fill recreation needs for the region around Carbonear. Parking in front of the pool has been through a number of iterations, and there are current concerns with respect to the orientation of parking stalls, bluezone parking, the crosswalk to the school, and accessibility related to activating the crosswalk. The Town wishes to hire a knowledgeable consultant who can review the current parking and crosswalk arrangement and make suggestions that address safety concerns, accessibility concerns, and to compare against codes and standards.
