The Ontario International Airport Authority (OIAA) invites firms to prepare and submit a Proposal in response to this Request for Proposal (RFP) for consulting firms / teams to provide comprehensive On-Call Architecture and Engineering (A&E) Services for Federal and Non-Federal Funded Projects at Ontario International Airport (ONT). The general purpose is to identify and retain qualified firms / teams to perform on-call A&E services to the OIAA on projects included in the Capital Improvement Program and other airport-related and specialized projects at ONT. The On-call A&E Services for Federal and Non-Federal funded projects will include a variety of assignments at ONT for tasks related to all areas of airport airside and landside architecture, engineering and support services. The on-call A&E team should have relevant experience in the various aspects of airport airside and landside architecture and engineering. The OIAA intends to identify and select multiple qualified firms / teams that best demonstrate their qualifications and approach to providing the requested on-call architecture, engineering and support services. These firms / teams will then be requested to enter into an on-call, task-based Professional Services Master Contract. The anticipated term of each Contract is estimated for an initial three-year term with two (2) one-year renewal options at OIAA's discretion to extend the contract. The On-call A&E Services for Federal and Non-Federal funded projects will include a variety of assignments at ONT for tasks related to all areas of airport airside and landside architecture, engineering and support services. The on-call A&E team should have relevant experience in the various aspects of airport airside and landside architecture and engineering. 4.2. Project Deliverables & Anticipated Functions The professional services of qualified A&E consulting firms / teams will be utilized to provide design, engineering and Contract Administration (CA) services associated with the CIP and other potential improvements at the Airport, including, but not limited to airport support facilities, ground transportation / parking; roadways; airside/airfield improvements; aircraft fueling and infrastructure; existing terminal upgrades / improvements; and landside enhancement projects. Work may include coordination with the Authority and FAA and assisting with preparation of necessary pre-applications and required documentation for federal grants. OIAA uses Primavera/UNIFIER as their Project Management Information System (PMIS) therefore, knowledge and experience using UNIFIER is required. The on-call A&E team should have relevant experience in the various aspects of airport airside and landside architecture and engineering. The services covered under this RFP may include the following: Terminal and Landside Architecture, Engineering and Support Services A&E and support services required for the OIAA CIP and ACIP projects Existing terminal projects of various sizes, including remodeling, reconfiguration, and redesign of public and non-public areas including ticketing areas, lobby areas, baggage claim areas, security screening areas, airline ticketing offices, circulation areas, hold-rooms, lounges, restrooms, and concession areas. Existing terminal electrical engineering and architectural design to support projects such as wayfinding, signage, lighting, IT systems, data, communications, security, and other terminal electrical engineering needs. Landside civil and geotechnical engineering design for roadways, parking lots, parking structures and other paved areas, Traffic analysis and speed studies. Landside electrical engineering design for roadway lighting, parking lot lighting, vehicle and equipment charging, and other electrical engineering design Civil engineering, geotechnical, architectural, MEP FP & IT systems engineering, structural engineering design for structures and buildings Civil engineering services to support land use compatibility, water, sewer and storm drainage infrastructure including flood control channels, detention basins, and drainage. Survey services including general site survey and interior building survey services. Cost estimating services in support of all project and assignment types. Prepare as-built, tenant lease exhibits and airport preliminary drawings using standard CAD (e.g. AutoCAD). Coordination with the OIAA's team and other consultants as may be required. Validate PDD or other planning source documents prior to commencement of design. Airside Architecture, Engineering and Support Services (This Section II. will probably qualify for Federal Grants) Airside civil and geotechnical engineering pavement design for aprons, taxiways, and runways. Airfield and airspace analysis including preparation and submittal of Federal Aviation Administration (FAA) Form 7460-1, Notice of Proposed Construction or Alteration, modifications to Airport Layout Plan (ALP) drawings, analysis of critical surfaces (e.g. Code of Federal Regulations (CFR) Part 77 surfaces, Terminal Instrument Procedures (TERPS) surfaces, and other essential skills required to evaluate construction projects on and near public use airports in the United States. Airfield electrical engineering design for apron, taxiway, and runway lighting, Navigational Aids (NAVAIDS) and airfield signage. Airfield pavement markings. Aviation hydrant fueling system design and upgrades, fuel farms and infrastructure. Passenger Boarding Bridge (PBB) upgrades, and PBB foundation work, and other aircraft gate related equipment and systems Prepare as-builts, tenant lease exhibits and airport preliminary drawings using standard CAD (e.g. AutoCAD). Validate PDD or other planning source documents prior to commencement of design. OTHER Review, advise and assist in developing contractual agreements related to construction Provide on-call staffing to support Airport staff. Coordination with other teams and consultants. General assistance to organize, attend and provide materials and presentations at meetings to airport stakeholders such as airlines and existing and prospective tenants, Federal Aviation Administration and other Federal agencies, California Department of Transportation, other state and regional agencies, local county and municipal governments, general public and elected officials. Experience and knowledge in using available software to conduct technical analyses. Coordination with internal stakeholders such as facilities, airlines, and other tenants may be required. Coordination with external stakeholders may be required to obtain permits and approvals such as local Authorities Having Jurisdiction (AHJ), City of Ontario, Federal Aviation Administration (FAA), Transportation Safety Administration (TSA), Customs and Border Protection (CBP). OIAA staff will lead the connection and coordination with the stakeholders. Leading, coordinating, and documenting code-related discussions with AHJ including documents such as Memorandums of Understanding and/or code modifications. TYPICAL DELIVERABLES: Project Definition Document (PDD) - Comprehensive documents that define the various facets and limits of a project. The PDD will provide full definition of scope, schedule, budget, logistics, and other elements of the project and serve as the technical guide leading into design. Plans, Specifications and Estimates (PS&E): Design PS&E documents at Conceptual design (5%), Schematic (30%), Design Development (60%), and Construction Documents (100%) as may be required for task orders. Permit Level Documents and approvals (90%) documents. Design level will be based on delivery method selection. Studies Concept Sketches, and Design Reports - Standalone studies or design reports as may be required for facility investigations, needs, or business opportunity evaluation. This specific scope of services provided above identifies the expected range of services to be provided by the On-Call Architecture and Engineering (A&E) for Federal and Non-Federal Funded Projects Consultant but should not be interpreted as being limited to only these services, nor that the Authority has any obligation to include each of the above services within any contractual arrangement with the selected Consultants. The OIAA reserves the right to amend the scope of work, as described above, and award select portions of the scope as the OIAA desires. The On-Call Architecture and Engineering (A&E) for Federal and Non-Federal Funded Projects will be exclusive to the owner. The selected Team(s) will be conflicted from separately contracting with OIAA for other services or contracts related to Planning, Construction, Program Management/Construction Management (PM/CM) or similar staff augmentation functions. The following Solicitations are expected in Q1/Q2 2025 and the awarded On-Call Architecture and Engineering (A&E) Team(s) will be precluded from these Solicitations as either a Prime or Sub-Consultant: On-call Airport Planning Program Management / Construction Management (PM/CM) Services for Capital Improvement Program (2026 - 2031) Other SOW Items OIAA is seeking multiple consulting firms / team to provide comprehensive On-Call Architecture and Engineering (A&E) Federal and Non-Federal Funded Projects Services at Ontario International Airport. The general consulting services will include a variety of assignments at ONT for tasks related to all areas of Capital Development and support services. The firms / teams may represent OIAA's interests in their role on various programs and projects. While it is not OIAA's intent to have the selected firms / team provide legal services to OIAA, the firms / teams shall, in all cases, represent, protect, and defend OIAA's interests in their interaction with contractors, consultants, airport tenants, authorities having jurisdiction (AHJ) and OIAA staff. Owner Expectations and Requirements The selected Team(s) will be expected to be available to provide a variety of support services for the Capital Development Division of OIAA at ONT in the area of Architecture and Engineering Services. The Consulting Team(s) should have experience in the area of airport design and engineering services and an understanding at the unique issues facing the development at medium-hub airports. Assignments will be developed individually, Task Order based, by OIAA in conjunction with the selected Consulting Team(s), when and if consulting services are required. Proposing Teams will identify team leadership and key staff that will be most able and available to serve OIAA in a consistent and efficient manner as identified in Sections below. Team Overview The Team overview section shall identify the lead firm and clarify the role and services provided. The section should describe prior experience working on similar assignments by the firm and focus on recent experience relevant to this specific assignment at Ontario International Airport. Primary Staff and Experience The proposer shall present an efficient Team Organization Chart that is appropriate for comprehensive On-call Architecture and Engineering Consulting Services for Federal and Non-Federal funded projects at a Medium Hub airport and identify roles and responsibilities of the key staff to be assigned to this project. Consultant's primary staff should be available during the contract term. OIAA has identified the following likely services team roles, however, the Organization Chart should identify all key staff to be assigned to this RFP, as recommended by the respondent. Proof record of A&E's experience with alternative delivery methods Project Manager (PM) - The PM is the liaison between OIAA staff and the consultant team and should serve in this role in a manner that is responsive and cost-effective to the OIAA. Design and Engineering Task Leads -The Task Leads oversee specific areas for the varied architectural and engineering services. If the proposing Team identifies an area of expertise, the organizational chart should identify the individual with expertise in that area. Subcontractors - Subcontractors may perform various A&E services, based on their skills and experience. Work Plan The Team shall describe their overall understanding of the Anticipated Functions / Scope of Work and describe their ability to produce and deliver Tasks within budget and on schedule. The Work Plan should clearly outline the process and identify the methodology to address potential problems. The Team should present their ability to create and utilize graphics and presentations for technical information that may be utilized to contractors, agencies and the public. This Work Plan should include the methods the Team would use to coordinate its work with other contractors and consultants and subconsultants whose work must interface or connect with other work performed.
