https://theconstructionbroadsheet.com/army-corps-awards-m-puerto-rico-channel-project-p2103-175.htm The United States Army Corps of Engineers Caribbean District announced Thursday that it has awarded a $57.4 million contract to Novel Construction LLC for Contract 3 Phase 1 of the approximately $744 million Caño Martín Peña (CMP) Ecosystem Restoration Project. Located within the San Juan Bay National Estuary, the almost four-mile CMP tidal channel connects San Juan Bay and San Jose Lagoon but has become blocked by debris, sediment and pollutants, according to the U.S. Environmental Protection Agency (EPA). More than 3,000 structures, the agency said, discharge raw sewage into the channel, and flooding due to the blockages and lack of sewer and storm water systems have resulted in the exposure of nearby residents to contaminated water and sediment. In addition to dredging the channel to a width of 150 feet and a depth of 10 feet, the full ecosystem restoration project includes relocation of about 2,300 families in the project's path, relocation and construction of drinking water and wastewater infrastructure and construction of new streets, electric power lines and other utilities. Novel's scope of work, the Army Corps said, includes: Site development for a material management area; Preparation of aquatic disposal pits; Preparation of a 3,000-meter-long access channel; Bridge fenders at Moscoso Bridge; Dredging of a 450-meter-long transition channel; Dredging of a 900 meter-long main channel with steel sheet pile walls with concrete cap; and Barbosa Bridge rip rap scour protection. Novel, which is based in San Juan, Puerto Rico is scheduled to begin work in January 2026, according to the Army Corps, and the construction timeline is three years and nine months. "This project is a landmark investment in Puerto Rico's future, directly benefiting eight underserved communities and restoring environmental health to one of San Juan's most vital urban waterways," said Col. Charles L. Decker, commander of the Caribbean District. "We are proud to stand alongside our Non-Federal Sponsors, La Corporación del Proyecto ENLACE and the Department of Natural and Environmental Resources, whose leadership and collaboration have been instrumental in reaching this important milestone," Decker said. ________________________________________________________________________ This project includes site development to support construction such as dredging, debris removal, installation of sheet piles, and bridge protection measures. The contract includes the site development of Ciudad Deportiva Roberto Clemente (CDRC) Material Management Area (MMA), dredging of the Aquatic Disposal Pit (ADP) SJ1A with disposal at ADPs SJ2A, SJ3, and SJ4/5, dredging of 3,000 meters-long access channel across San Jos Lagoon (SJL), bridge fenders to protect the concrete piers of the Moscoso Bridge near the SJL access channel, dredging of 450 meters-long transition channel between main channel and SJL access channel, dredging of 900 meters long main channel from the Barbosa bridge to San Jose Lagoon transition channel as a wall-stabilized channel composed of steel sheet pile walls with concrete cap along main channel with natural bottom, and construction of an approximately 61 meters-long riprap channel at the Barbosa Bridge to protect the foundation from scour associated with reestablishing flow through the CMP.
