Smith at (602) 534-2418 or julie.b.smith@phoenix.gov (preferred) - PROJECT DESCRIPTION The Water Main Replacement Program evaluates and replaces aging water mains within the City of Phoenix. The primary focus of the program is currently water mains in alleys and easements which have historically had high break rates and are difficult to repair. Work for this project will include installation of new 6" to 12" water mains, multiple cut and plugs, and installation or relocation of fire hydrants. Coordination with City staff and plumbing contractors regarding relocation of water services may also be required. SCOPE OF WORK The CMAR will begin with the firm in an agency support role for preconstruction services. CMAR will replace or rehabilitate approximately 46,920 Linear Feet with 35,155 LF of 6" Main, 7,435 LF of 8" Main, & 3,215 LF of 12" Main, and 60 Fire Hydrant's, 25 Cut & Plugs & 451 Service Lines. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. For this project the CMAR is responsible for self-performing a minimum of 45% of the construction work as measured by total contract price for construction. A. Preconstruction phase services by the CMAR may include the following: o provide detailed cost estimating and knowledge of marketplace conditions o provide project planning and scheduling o provide for construction phasing and scheduling that will minimize interruption to City operations o provide alternate systems evaluation and constructability studies o advise City on ways to gain efficiencies in project delivery o provide long-lead procurement studies and initiate procurement of long-lead items o assist in the permitting processes o participate with the City in a process to set a goal for local and SBE participation and implement the local and SBE process o protect the City's sensitivity to quality, safety, and environmental factors o advise City on choosing green building materials. B. Construction phase services by the CMAR may include: o rehabilitate 46,920 linear feet of water mains o select subcontractors/suppliers for this project o prepare a Guaranteed Maximum Price (GMP) proposal that meets the approval of the City The GMP must be submitted in MAG or CSI format, or it will not be accepted o coordinate with various City of Phoenix departments, other agencies, utility companies. o arrange for procurement of materials and equipment o schedule and manage site operations o bid, award, and manage all construction related contracts while meeting City bid requirements including the local and SBE participation goal o provide quality controls o bond and insure the construction o address all federal, state and local permitting requirements o deal with City issues o maintain a safe work site for all project participants Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. o The CMAR will be required to maintain all project records in electronic format. o The City provides an ASP web-based project management database which the CMAR will be required to utilize in the fulfillment of the contract requirements. o The CMAR shall provide a computerized networked office platform with broadband internet connectivity. o UNIFIER training will be provided through the City of Phoenix to firms under contract.
