Development of Approximately 5.9 Acres Generally Located Immediately South of 2402 McKinney Street. The City of Melissa is seeking master development proposals from qualified development teams for the redevelopment of a City-owned site (approximately 5.9 acres) on State Highway 5 immediately south of the City of Melissa Public Safety Building (2402 McKinney Street). By responding to this request, the responding development team agrees to perform in accordance with the terms and conditions set forth in this document in the event that its response is selected. The City reserves the right to reject any or all proposals, to waive formalities, or to proceed otherwise when in the best interest of the City. Unless the City rejects all submittals, the City Council will authorize the City Manager to negotiate and execute a Memorandum of Understanding or Interim Agreement with the selected Respondent. If the parties cannot negotiate a successful Memorandum of Understanding or Interim Agreement, the City will terminate negotiations with the selected Respondent and commence negotiations with another preferred Respondent in the same manner. If a Memorandum of Understanding or Interim Agreement is not reached, the City will proceed with this process, in order of preference, until an agreement is reached or all submittals are rejected. The City reserves the right to reject any and all submittals for any reason or no reason, in its sole and final determination.
