The Dwyer Hill Training Centre (DHTC) was acquired by DND in 1992 to serve a unit of the Canadian Special Operations Forces Command (CANSOFCOM). CANSOFCOM is a high-readiness organization, able to deploy special operations forces on short notice to protect Canadians from threats at home and abroad. The mandate and size of CANSOFCOM and its subordinate units has grown significantly over the years, and while projects have been completed at DHTC to support growth in personnel as well as new equipment and capabilities, the infrastructure at the site is undersized, in varying states of disrepair or is no longer suited to the current use. The project site is divided legally into three parcels which are located east of Dwyer Hill Road and separated by Franktown Road. The two north parcels have an approximate area of 46 hectares, while the south parcel is primarily undeveloped and consists of approximately 37 hectares. This package includes the supply and installation of all secondary duct banks between manholes and switches (primary comms and power duct banks are by others), vista switches, transformers to the buildings, a low voltage generator (600V), exterior lighting, lighting posts and lighting controls, exterior transformers and switches, and coordination with Hydro Ottawa and ESA prior to energization. Evaluation will be more strict on relevant medium voltage in the area, local capacity with Secret clearance as well as all of the typical EllisDon pre-qualification categories.
