Only ODOT pre-qualified contractors are eligible to submit bids for this project. Pre-qualification must be in force at the time of the bid, at the time of the award, and through the life of the construction contact. Subcontractors are not subject to the pre-qualification requirement. The bidding contractor must perform no less than 30 percent of the total original contract price. Bids shall have separate unit prices for all items on each road. Bids will be furnishing labor, equipment, and materials. As specified in R.C. 153.54, a bidder must submit a bid guaranty in the form of either: (1) a bond for the full amount of the bid, or (2) a certified check, cashier's check, or letter of credit in the amount of 10% of the bid. Bidders shall comply with the provisions of the Americans with Disabilities Act of 1990. Bids will be awarded to the lowest and best bidder, based on the grand total. The Board of Commissioners reserves the right to reject any or all bids and to waive any defects in the bids. Should a bidder find discrepancies in, or omissions from the drawings or other contract documents, or should he be in doubt as to their meaning, he shall at once notify the Logan County Engineer's Designee, Skip Judd, who may send a written instruction to all bidders.
