Site work and paving for a road / highway in Mount Oliver, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Base Bid Bituminous resurfacing of various streets in the Borough, including but not limited to the following: 400 TON of 1.5 9.5mm Scratch Superpave Wearing Course, PG 64S-22, 0 to 0.3 million ESALs, SRL H or better; 340 SY of Removal of Pavement Patching; 2,000 SY of 0-3.5 +/- Roadway Milling and Profiling of Existing Roadway Surface; 200 SY of Soft Spot Repair; 215 TON of 219.0mm Superpave Binder Course, PG 64S-22, 0 to 0.3 million ESALs with FORTA FI r approved equal; 3,700 SY of 1.5 9.5mm Superpave Fine Grade Wearing Course, PG 64S-22, 0 to 0.3 million ESALs, SRL H or better with FORTA FI or approved equal; Installation of ADA Curb Ramps; Site Clearing, Preparation, Clean Up and Restoration; Traffic Control, Site Protection, Notifications, Utility Notification, Coordination, and Removal and Utility Shoring, Complete in Place. Add Alternate No. 1 Borough Way Bituminous resurfacing of Borough Way, including but not limited to the following: 2,700 SY of 0-3.5 +/- Roadway Milling and Profiling of Existing Roadway Surface; 150 SY of Soft Spot Repair; 300 TON of 2 19.0mm Superpave Binder Course, PG 64S-22, 0 to 0.3 million ESALs with FORTA FI or approved equal; 2,700 SY of 1.5 9.5mm Superpave Fine Grade Wearing Course, PG 64S-22, 0 to 0.3 million ESALs, SRL H or better with FORTA FI or approved equal; Installation of ADA Curb Ramps; Site Clearing, Preparation, Clean Up and Restoration; Traffic Control, Site Protection, Notifications, Utility Notification, Coordination, and Removal and Utility Shoring, Complete in Place. Add Alternate No. 2 Stamm Avenue This project includes the reconstruction of Stamm Avenue from Walnut Street to Arlington Avenue, including, but not limited to, 1,300 SY of Full Depth Removal of Pavement Surface Subbase Including Existing Brick; 450 CY of Replacement of Unsuitable Areas with AASHTO #1 Limestone; 1,300 SY of 8 Compacted Depth AASHTO #1 Limestone choked with 2 of 2A Stone Subbase; 1,300 SY of Class IV, Type A Geotextile Material; 450 TON of 6 25.0mm Superpave Base Course, PG 64S-22, 0 to 0.3 million ESALs with FORTA FI or approved equal; 150 TON of 2 19.0mm Superpave Binder Course, PG 64S-22, 0 to 0.3 million ESALs with FORTA FI or approved equal; 1,300 SY of 1.5 9.5mm Superpave Fine Grade Wearing Course, PG 64S-22, 0 to 0.3 million ESALs, SRL H or better with FORTA FI or approved equal; 230 LF of Removal and Replacement of Existing Curb; 1,200 LF of Crack Sealing in accordance with Contract Specifications; 100 LF of Line Striping; Site Clearing, Preparation, Clean Up and Restoration; Traffic Control, Site Protection, Notifications. Pennsylvania Prevailing Wage rates are required to be paid on this Project. Contractors who intend to bid MUST attend for their bids to be considered as responsive. Attendance for the purposes of this Paragraph shall mean being present for the entirety of the Meeting. Signing the Register at the beginning of the Meeting and leaving immediately thereafter will not constitute attendance. Bidders must be PennDOT pre-qualified under the name of the bidding entity for the following Work Class Codes: E; F; F1; F2; and F3. Evidence of compliance must be submitted with the Bid for the Bid to be considered as responsive. Subcontractors shall also be required to be PennDOT pre-qualified for work categories not held by the successful Bidder or have verifiable experience. This project was financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Bidders shall note this project is funded in part by a Local Share Account (LSA) Grant, and as such, the successful Bidder will be subject to all Program requirements. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Mt. Oliver in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Mt. Oliver, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The Borough retains the right to award Contracts to the lowest responsive, PennDOT pre-qualified, and responsible Bidder based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough. However, Bidders are advised that the Borough expressly reserves the right to reject all Bids, and specifically reserves the right to award to the lowest qualified, responsible and responsive Bidder for the type of work being considered a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. Mt. Oliver Borough also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
