This project involves the removal and replacement of concrete curb, sidewalk, driveway, and ADA ramps along Church Avenue, Ottillia Street, and Horn Street. The work includes, but is not limited to, site clearing and miscellaneous removals; traffic control; resident notification; erosion and sedimentation control measures; unclassified bulk excavation and fine grading; removal and replacement of concrete curb, sidewalk, driveways, and ADA ramps; existing stair adjustments; line striping; existing utility and site feature protection; and site restoration, complete in place. Proposals must be submitted electronically via PennBid before the designated deadline. No hard copy bids will be accepted. Drawings, specifications, instructions to bidders, general conditions, forms of proposals and agreement, and all other related information are available at no cost on the PennBid site. Performance, maintenance, and labor and material payment bonds, along with public liability and property damage certificates of insurance in the specified amounts, as well as certificates of workman's compensation, must be filed with the executed agreement upon acceptance of the proposal from the successful bidder. Proposals must be accompanied by a certified check or bidder's bond from a surety company authorized to do business in Pennsylvania, made payable to the Borough of Mt. Oliver in an amount equal to ten percent of the total amount of the proposal as a guarantee that, if the proposal is accepted, the successful bidder will enter into an agreement within fifteen days after notice of the award of the contract. The proposal must remain firm for a period of sixty days, and no bidder may withdraw their proposal during this period without forfeiting their bid guarantee. The contract will be awarded to the lowest responsive, qualified, and responsible bidder based on the total bid submitted. The borough reserves the right to reject any or all bids, or any part thereof, and to waive any informality therein. The borough may award a contract for all or any portions of the work listed in the proposal, with the contract price determined from the total quantities for each item listed and the unit price bid for each item. Pennsylvania Prevailing Wage rates must be paid on this project. The project is funded in part by a grant from the Commonwealth of Pennsylvania and a Multimodal Transportation Fund Grant, and the successful bidder will be subject to all program requirements.
