Renovation of a mixed-use development in New York, New York. Completed plans call for the renovation of a medical facility.

Brick Facade Cleaning and Repairs; Solicitation No. 36C24225B0021; Project No. 630-21-102 at Manhattan VA Medical Center, 423 E 23rd St, New York, NY 10010. The purpose of this amendment is to provide responses to Request for Information (RFI) and Questions, RFIs and Questions responses are hereby included. Please see below for detailed information. Request for Information/Question Responses 1. Drawing L-6 outlines a phase sequence. Should we anticipate potential overlaps between phase transitions, or is full demobilization required at the end of each phase before initiating the next Response: Each phased work area should be fully demobilized prior to starting the next. As stated in the specification, the Contractor can request approval from the VA to work on more than one work perimeter at the same time. 2. Will the scope of work be filed as a single NYC DOB job filing, or should each building be treated as an individual permit application Please confirm that Ownership will be responsible for job filings, while the Contractor will be tasked with pulling the permits. Response: Single Job, the contractor, will be responsible for filing and obtaining permits. 3. Section 01 00 00 (General Requirements), item 1.2C A-3 references painting work. However, the related quantity worksheet in the same specification section does not provide any associated quantities. Please clarify. Response: The specification section showing the quantities is correct, no painting is planned. 4. Are there any restrictions on work hours that we should be aware of Response: Weekend work, if allowed, would need to be approved by the VA 5. Will a water source be made available by the building to support facade cleaning and related activities Response: YES 6. Will the building provide an electrical power source to support the project's needs Response: YES 7. Will a designated staging area be provided by the building for crew accommodation and material storage during each phase Response: YES 8. Please confirm that the scope of work for Building #06 is limited to the west elevation only across its full length. Response: YES, that is only work perimeter. 9. Drawing L-2, work perimeter note #6, calls for work to a height of approximately 16' -6" only at building#6 west elevation and not full elevation height. However, elevation drawing A-13/6 .1 indicates work occurring at the 7th floor and roof (tag D-13). Should full elevation height access be included If so, please confirm if a sidewalk shed along the full length of Building #06 on the 1st Avenue side is required. Response: YES, work will be completed at 5th and J1h floors as shown on A-13. The detail shown on P-3 will be used if cleaning is done, and a sidewalk shed will be used for work items tagged in D-13. 10. Would it be possible to extend the bid submission deadline by one to two weeks Response: No, the government will not be extending the bid submission deadline for solicitation 36C24225B0021. 11 . In regards to solicitation 36C24225B0021, will there be issued one single award or is there opportunity for multiple awards. Ex: business one performs facade cleaning only while business two performs brick repair. Thanks! Response: This solicitation is a single award. The (SDVOSB) prime contractor can work with multiple sub-contractors; however, the government will only be awarding this contract to one single Service-Disabled Veteran Owned Small Business (SDVOSB) contractor. 12. Special Notes regarding FAR 52.229-3: Federal, State and Local Taxes:A A Offerors are hereby notified that under New York Consolidated Laws, Chapter 60 - Tax, Article 28 - Sales and Compensating Use Taxes, Part 3 1116 (2), the United States of America, any of its agencies and instrumentalities, is immune from taxation when it is the purchaser, user, or consumer, or when it sells services or property of a kind not ordinarily sold by private persons. A Pursuant to Chapter 60, Article 28, Part 3-1115(17), a contractor s purchase of such building and construction materials within New York to be incorporated into the real property belonging to the U.S. Department of Veterans Affairs (VA) is subject to the exemption from the New York State sales and compensating use taxes. To take advantage of the tax exemption the successful offeror under this solicitation must complete ST-120.1 Contractor Exempt Purchase Certificate when it purchases construction materials for this contract and keep on file as required by the state of New York tax laws. A A Notwithstanding FAR 52.229-3, all bids received in response to this solicitation are presumed to reflect this tax exemption, and therefore should not include the New York s state sales and compensating use taxes on sales of materials for incorporation into VA real estate under this contract. 13.
