**As of June 19, 2025 the owner has selected a Design Builder. A timeline for construction has not yet been established.** Knova Learning Academy d/b/a Rockwood Preparatory Academy ("RPA" and/or "Owner") is seeking proposals from firms interested in providing Design-Build ("DB") services, as that term is defined in OAR 137-049-0610, for the Knova Learning Academy d/b/a Rockwood Preparatory Academy Renovation Project. RPA's Board of Directors (the "Local Contracting Review Board" or the "Board"), has exempted this procurement (the "Exemption Findings") from the competitive bidding requirement for a public improvement contract under the authority of ORS 279C.335. The Board held a public hearing on September 12, 2023, allowed public comment on the draft Exemption Findings, and subsequently and approved the use of the alternative competitive method for procuring DB Services for the reasons outlined in the Exemption Findings, pursuant to OAR 279C.337 and in accordance with OAR 137-049-0690. With more than 70,000 square feet across six buildings, the Facility provides adequate space for the school's current population as well as future growth or affiliated programs. Originally built in 1922 and expanded in 1948, the Facility has seen decades of neglect and deferred maintenance. After a major weather-related loss during the 2022 winter, RPA began rigorously addressing deferred maintenance priorities and desires to continue renovating the Facility with improvements including the replacement of windows, siding, and gutters throughout the Facility; replacing the roof on the lower elementary school building and maintenance building; servicing the roof on the student services building and gymnasium; renovating the basement of the lower elementary school building; and expanding the existing play structure. RPA desires for the Project to be completed by the end of August 2025 in time for the 2025/2026 school year.
