The City of Newberg is located approximately 24 miles southwest of Portland, on the northeast side of Yamhill County, Oregon. Four State routes, namely Highway 99W, OR-219, OR-18, and OR-240, weave through a network of City and County roads. The City is experiencing inflow at the wastewater lateral connections in the Northwest corner of town, area shown on the included map. The 8 inch concrete mainline was CIPP lined approximately 6 years ago. This project will install a lateral liner sealing the connection between the lateral and the mainline and extend up the lateral 10 feet in 110 6 inch laterals, as shown on the supplemental map. The laterals shall be accessed remotely from the mainline pipe through existing manholes for cleaning, pre-inspection, liner installation and post inspection, no excavation is allowed. At the discretion of the contractor any mainline flow will be bypassed by the contractor at no additional charge to the City. Pumping shall be sized for normal to peak flows. Upstream manhole shall be monitored at all times for quickly removing the bypass system in case of an emergency or surcharge of the system. Laterals do not have an accessible clean out. CCTV inspection of pipelines shall be carefully performed to determine exact locations of laterals. The City's Project Manager shall be notified immediately of any conditions preventing proper installation of the top hats.
