The Kenai Peninsula Borough hereby invites qualified firms to submit proposals for acceptance by the Borough to provide professional design and surveying services for replacement of a culvert that is currently a fish passage barrier with a properly sized and engineered structure by allowing passage. This project shall be funded through the Department of the Interior, U.S. Fish and Wildlife, A Cooperative Agreement with the Kenai Peninsula Borough. The full and complete terms and provisions of which shall be incorporated by this reference in the RFP and in the covered transaction. Allows zero unit prices and labor Yes Allows negative unit prices and labor Yes Q&A DEADLINE: APRIL 7, 2025 BY 5:00 PM. Any questions regarding this proposal are to be submitted in writing to the Purchasing and Contracting Director. Questions may be submitted through the online questions and answers section of this bid faxed to (907) 714-2373 or emailed to purchasing@kpb.us. Final Schematic Design and Cost Estimate 120 days after Initial NTP. Award of this proposal is anticipated to be announced within forty-five (45) calendar days, although all offers must be complete and irrevocable for forty-five (45) days following the submission date A committee of individuals representing the Kenai Peninsula Borough will perform evaluation of the proposal. The committee will rank the proposal as submitted. The Kenai Peninsula Borough reserves the right to award a contract solely on the written proposal. The Borough also reserves the right to request oral interviews with the highest ranked firms (short list). The purpose of the interviews with the highest ranked firms is to allow expansion upon, and possible refinement of the written responses. If interviews are conducted, a maximum of three (3) firms will be short-listed. A second score sheet will be used to score those firms interviewed. The final recommendation for selection will be based on the total of all evaluators scores achieved on the second rating. The same categories and point ranges will be used during the second evaluation as for the first. The method of Contractor Selection has not been Determined at this time.
