Site work and paving for a mixed-use development in Mount Pleasant, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of May 14, 2025, the project was awarded to Payne & Dolan but the awarded amount is not available.** NOTE: ALL applications that were previously approved under the last 3-year cycle expired on 1/31/2025. Therefore, ALL bidders and subcontractors that did NOT submit an application form for bidding on a project after the above date, MUST submit a new application form and $75.00 application fee in order to be considered for this project. All completed 3-Year Contractor's Qualification Applications should be submitted directly to the Village of Mount Pleasant. Construction of 2025 PAVING PROGRAM includes: 11 work sections which are comprised of pulverizing, excavation, grading, sanitary sewer and storm sewer construction, curb and gutter, asphaltic pavement, concrete pavement, concrete sidewalk, pavement saw cutting, pavement marking, signing, traffic control, erosion control, and restoration. Major work items and approximate quantities include: 56,750 square yards of pulverizing asphaltic pavement, 3,800 cubic yards of excavation, 14,000 tons of base aggregate dense, 17,500 tons of HMA pavement, 12,600 square yards of concrete pavement, 4,700 linear feet of curb and gutter, 75 sanitary/storm structure adjustments/reconstructions, and 16,800 linear feet of pavement marking. This is a unit price contract. The estimated quantities as indicated above and on the Bid Schedule are inserted only for the purpose of determining the low bidder. Project is to be substantially complete on, or before, October 10, 2025. There is an interim completion date and schedule for Section 5 Oakes Road Work as detailed in the Section 00500 Agreement. Work associated with HMA Pavement in Section 2 of the project is a Wisconsin Local Roads Improvement Program (LRIP) MSILT Project. All blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 45 days from the date of the bid opening. Failure to list subcontractors or suppliers may be cause for rejection of the Bid. Bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to the Owner in an amount of five (5) percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to Owner as liquidated damages. Owner reserves the right to reject any and all Bids, to waive any and all informalities not involving price, time or changes in the Work and the right to disregard all nonconforming, non-responsive, unbalanced or conditional Bids and the right to accept the Bid or Bids which best serve the interests of the Owner, subject to the provisions of Wisconsin Statutes, Sections 62.15 and 66.0901. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price. Prime Contractor(s) shall furnish listing of all subcontractors and suppliers performing labor and supplying materials under the Contract that individually have a total value of $1,000 or more. All questions about the meaning or intent of the Contract Documents shall be submitted in writing to the Engineer via the email address provided on the back of the cover page of this Project Manual.
