Proposals from Prime Bidding General Contractors that do not attend the mandatory pre-bid conference walk-through shall not be accepted. Bidders will bring any inadequacies, omissions, or conflicts to the attention of Jason Frank at Rudie/Frank Architecture, Inc. no later than 3pm on April 28, 2025 . All requests for information shall be in writing and sent to jason@rudiefrank.com . Prompt clarification will be supplied to all bidders by Addenda, and each Addendum will be acknowledged on the Proposal Form. Failure to so request clarification of any inadequacy, omission, or conflict will not relieve the Contractor of responsibility. The signing of the contract will be considered as implicitly denoting that the Contractor has a thorough comprehension of the full intent and scope of the specifications and drawings. Bids shall provide markup that will be included on all Change Orders including subcontractor changes on Proposal Form. The Contract letting shall be subject to the provisions of Sections 61.54 and 66.0901 of the Wisconsin Statutes. Bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to the Owner in an amount of five (5) percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to Owner as liquidated damages. Bids shall be submitted on the bid form provided and all blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 45 days from the date of the bid opening. All bidders, and sub-contractors, must file a "3-Year Contractor's Qualification Application," and other documents with the Bid (see Instructions to Bidders). The Owner has the right to reject any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the Owner, subject to the provisions of Sections 62.15 and 66.0901 of the Wisconsin Statutes. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price.
