Site work and paving for a mixed-use development in Hiawatha, Iowa. Completed plans call for site work for a bridge / tunnel; playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

This project includes clearing and grubbing, grading, installation of City-furnished 10'x8' precast concrete box culvert and end sections, fencing, construction of granular subbase, and seeding for a 10'-wide PCC trail extension approximately 320' in length. The City may elect to pave the trail using in-house staff but bidders should also submit a bid alternate item for this paving for consideration. Site Directions: Access will be through Edgewood Village Subdivision Each bidder shall accompany its bid with b id security as defined in Iowa Code Section 26.8, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in a form acceptable to the Jurisdiction, for the faithful performance of the contract, in an amount equal to 100% of the amount of the contract. The bidder's security shall be in the amount fixed in the Instruction to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the Jurisdiction. The bid shall contain no condition except as provided in the specifications. Each successful bidder will be required to furnish a corporate surety bond in an amount equal to 100% of its contract price. Said bond shall be issued by a responsible surety approved by the City of Hiawatha, Iowa and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Hiawatha, Iowa from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of four years from and after acceptance of the contract. Contractor shall have the project work included in the base bid substantially completed by Friday, July 11, 2025, and final completion by Friday, July 25, 2025. If the concrete shared use path alternate is accepted by the owner, the project shall be substantially completed by Friday, August 29, with final completion by Friday, September 12, 2025. All paperwork shall be completed by Friday, October 10, 2025. For the purposes of this project, Substantial Completion shall be defined as all work on the project complete and ready for the owner to form and pour the concrete shared use path or ready to open to the public. The Owner of this project is the City of Hiawatha, 101 Emmons St., Hiawatha, IA 52233. The Owners' Representative on this project is City Engineer, Jon Fitch, (319) 393-1515 x528, jfitch@hiawatha-iowa.com. The Engineer for this project is Hall & Hall Engineers, Inc., 1860 Boyson Rd, Hiawatha, IA 52233 As the Owner has acquired a temporary construction easement from the property owners to the south, the Contract for this project includes a liquidated damages clause. Liquidated damages for delay, but not as a penalty, are specified as Five Hundred Dollars ($500.00) for each calendar day that expires after the times specified for Substantial Completion until the work is complete. Owner furnished materials for the precast box culvert and end sections shall be available for delivery to the project site by Monday, June 2, 2025. Contractor shall coordinate delivery of materials with the material supplier. The City of Hiawatha, Iowa does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction.
