Renovation of a civil project in Wasco, California. Completed plans call for the renovation of a water / sewer project.
Sealed bids for construction of the project designated as Lost Hills Utility District WTP Booster Pump Improvement No bid will be considered unless it is made on a blank form furnished by the Contractor and accompanied by bidder's security in an amount equal to 10 percent (10%) of the amount bid in one of the following forms: (1) cash; (2) a cashiers check made payable to Lost Hills Utility District; (3) a certified check made payable to Lost Hills Utility District; or (4) a bidders bond executed by an admitted surety Insurer, made payable to Lost Hills Utility District The contract will be under and subject to the affirmative action requirements for equal employment mandated by Executive Order 11246 of September 24,1965, as amended, and with all other applicable requirements of U.S. Department of Housing and Urban Development (HUD) and Kern County, including but not limited to, Federal Labor Provisions and prevailing wage rate as explained in the contract documents.#ts. The LOST HILLS UTILITY DISTRICT reserves the right to reject any and all bids. The contract will be awarded by the DISTRICT BOARD after a complete contract is prepared to the lowest responsible bidder whose proposal complies with all of the requirements prescribed. The successful bidder must furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract price and on the form approved by the LHUD Board and must conform to California law (see Code of Civil Procedure section 995.010 et seq.). Pursuant to Public Contract Code Section 22300, the substitution of securities for money withheld under the contract to ensure performance of the contract will be permitted. The LHUD hereby invokes its protest right under California Code of Civil Procedure 995.660 for any proposed surety bond submitted in satisfaction of the requirements of this agreement if the submitted bond is not issued by an admitted surety. All documents submitted in compliance with the requirements of this bid package and the contract must be scannable and photocopiable. Each bidder must be a licensed contractor as required by law at the time the contract is awarded. Failure of the bidder to obtain proper and adequate licensing for an award of a contract shall constitute a failure to execute the contract and shall result in the forfeiture of the security of the bidder. The contractor license classification required for this project is: Class A_. No discrimination shall be made in the employment of persons for this project. Labor Code Section 1735 and all other applicable State and Federal requirements relating to employment discrimination shall be complied with. The LHUD hereby notifies all bidders that it will affirmatively insure that in any contract entered pursuant to this advertisement, small businesses will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The bidder to whom the contract is awarded will be required to comply with the Small Business Affirmative Action Plan requirements as set forth in the special provisions. The work to be done on this project is subject to the provisions of Section 3 of the Housing and Urban Development Act of 1968 (12 USC 1701u) which requires that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low-and very low income persons, particularly those who are recipients of government assistance for housing, and to business concerns which provide economic opportunities to low-and very lo income persons. These requirements are explained in detail in 24 CFR 75. The pre-bid conference will include a workshop on Section 3 compliance. A Pre-Bid Conference will be held on March 25, 2025 at 10:00 AM. At the project site Located at the North-East Corner of Gun Glub Road and McCombs Road (approximately 10 miles east of the townsite of Lost Hills. At the Pre-Bid Conference, special HUD requirements will be explained and questions will be answered at that time. This Community Development Project is subject to the Davis-Bacon Act, the Copeland "Anti Kick Back" Act, the Equal Employment Opportunity Requirements and the Contract Works Hours and Safety Standards Act. Minimum wage rates as predetermined by the Secretary of Labor are set forth in the Special Provisions. Pursuant to Part 7 of Division 2 of the California Labor Code (Section 1720 et seq.) the Contractor shall not pay less than the prevailing rate of wages to workers on this project as determined by the Director of California Department of Industrial Relations. The Director's schedule of prevailing rates is on file and open for inspection at the Planning and Natural Resources Department, 2nd Floor, Public Services Building, 2700 "M" Street, Bakersfield, California, and is incorporated herein by this reference. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. GENERAL DESCRIPTION OF WORK The work to be performed consists, in general, the removal of two existing booster pumps and Variable Frequency Drives and installing two large booster pumps and Variable Frequency Drives along with upsizing the upstream and downstream metal piping to accommodate the large pumps and associated electrical and instrumentation for the pumps. A bid Alternate for the addition of a reclaim pumping system (package sump pump) and associated piping for capturing reclaim water from the existing sludge press, along with the associated electrical for a complete system. All other items or details required by the plans, Standard Specifications, and these specifications are to be performed, constructed or furnished and installed.
