The Great Lakes Water Authority (GLWA) requests bids from construction companies ("Contractor) to provide repair work and flow control and access improvements for the GLWA Lonyo Sewer in accordance with the attached Specifications and PlansDrawings. The repair work site is located in southwest Detroit, beginning at the intersection of Lonyo Street and Kirkwood Street and terminating at the GLWA Baby Creek Combined Sewer Overflow (CSO) Facility in Patton Park. The proposed Work for the sewer is expected to consist of access and flow control improvements to facilitate the Work in the sewer, rehabilitation and cleaning of the sewer itself, and manhole frame and cover replacements. As part of GLWA's ongoing maintenance and operation plans, various sewers were selected by GLWA to be inspected and repaired to ensure long-term structural integrity. Historical document review, manual entry inspections, and multi-sensor inspections (MSI) were completed on the Lonyo Sewer. Based on the above inspections, a rehabilitation plan was formulated for to complete structural and operation and maintenance (O&M) repairs throughout the full length of the Lonyo Sewer. Included in this plan is the addition of various flow control and access improvements to facilitate the repair work for both this and future maintenance work. The Lonyo Sewer is a large-diameter, double-barrel structure dating back to 1919. The barrels range in size from 14.5ft by 14.5ft to 14.5ft by 17.5ft. There is a triple-barrel depressed section running beneath existing rail lines that measures approximately 11.5ft to 13.5ft in diameter. Defects are present throughout the sewer consistent with the age of the structure and are included in the design drawings. Of a particular note, the Lonyo Sewer contains a significant amount of settled debris, with large amounts of debris present in both the triple-barrel section as well as in Patton Park. At its upstream end, the Lonyo Sewer conveys flow from the Wyoming Sewer, the Wyoming Relief Sewer, and the Wetherby Sewer. Additional smaller connections are present throughout the length of the sewer. At the downstream end, the Lonyo Sewer terminates at the Baby Creek CSO Facility, from which flow is either conveyed to the Water Resource Recovery Facility (WRRF) or to the Baby Creek Outfall in wet weather events of sufficient size. Questions Due Date: Apr 30th 2025, 12:00 PM EDT Questions submitted via online portal. The estimated start work date is 11/10/25. Final Completion shall be 1,095 Days. Summary of Work: a. Rehabilitation of the Lonyo Sewer ("sewer") from Lonyo Street and Kirkwood Street to the Baby Creek CSO Facility. b. Access and flow control improvements as identified in the Drawings. c. Isolation and dewatering of the triple-barrel depressed section of the sewer to allow for PCML, Owner, and Contractor access to and inspection of the sewer to determine repairs required. d. Spot repairs within the sewer consisting of deep concrete repair, open joint repair, epoxy crack repair, chemical grouting of leaks, removal of mineral deposits/roots, rough tap repairs, and all repair work asidentified in the Drawingsfor the full length of the sewer, including the triple-barrel depressed section. e. Removal of settled debris and sludge throughout the sewer, including debris removal through existing access points (manholes) and through to-be-constructed large access openings. f. Reconstruction of upper portion of manhole chimney and replacement of manhole frame and cover as identified in the Drawings and Specifications. g. Enlargement of manhole opening restrictions as identified in the Drawings. Work to be performed under this Contract includes, but is not limited to, rehabilitating and cleaning the Lonyo Sewer between Kirkwood Street and the Baby Creek CSO Facility. Included, but not limited to, are in-sewer operations & maintenance and structural repairs including heavy cleaning, manhole rehabilitation, shaft construction, construction of large scale access points, modifications to existing access points and all other Work required in accordance with the Contract Documents.
