SCOPE OF WORK 1. Contractor agrees to provide to the California Department of Forestry and Fire Protection (CAL FIRE) Vault Toilet Pumping and Disposal Services, as described herein: Contractor shall provide all materials, labor, equipment, tools, permits, taxes, transportation, and fees to pump and dispose of waste contained in vault toilets at various campground sites throughout Tulare Unit (TUU), Mountain Home Demonstration State Forest (MHDSF). 2. The Agreement may be amended to increase services at the rate(s) specified in Attachment 1, Rate Sheet. 3. Subcontracting is not permitted under this Agreement. All references to subcontracting or Subcontractors as found herein are not applicable to this Agreement. 4. The services shall be performed at various campground locations throughout Mountain Home Demonstration State Forest (MHDSF. 5. Any reference to CAL FIRE Project Representative shall also include their designee. 6. This Agreement will commence on May 01, 2025 (EST), or upon approval by the California Department of General Services (DGS), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by DGS. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by CAL FIRE Project Representative. This Agreement shall expire on April 30, 2028 (EST). The services shall be provided during normal working hours, Monday through Friday, 7:00 a.m. to 5:00 p.m., except State holidays. The parties may amend this Agreement as permitted by law. Detailed Scope of Work A. Contractor shall pump the various campground toilets on an on-call, as-needed basis, as determined by the CAL FIRE Project Representative. B. Contractor shall pump each vault toilet per CAL FIRE Project Representative specifications and remove all waste and dispose of all trash found in the vaults during pumping. C. Contractor shall pump at least one truck load of a 2,000-gallon truck and not to exceed 4,200 gallons per trip to the site. D. Contractor shall be responsible for mitigation of any spillage that occurs during the pumping process. E. The Contractor shall maintain a valid Class "A or B" California Driver's License, as required for the vehicle, during the term of this Agreement. F. The Contractor shall make all connections to the truck/trailer and to the vault toilet(s). G. The Contractor shall be responsible for spills after the point of connection. The Contractor shall, at own expense, provide for the clean-up of any spillage occurring as a result of the pumping of contents from the septic tanks, and make well all damages, prior to services completion. H. The Contractor shall transport the sludge to a final certified waste disposal site. I. The Contractor shall provide the appropriate county agency all documentation of waste disposal at a certified site as required. J. The Contractor shall provide CAL FIRE with all documentation of waste disposal at a certified site. K. The Contractor shall provide CAL FIRE evidence of, and maintain during the terms of this agreement, a valid waste hauler permit for septic tank pumping, and maintain during the terms of this agreement, a valid waste hauler permit for septic tank pumping and the work should be done in accordance with all state, federal, and local laws and regulations. L. All appropriate permits, licenses, and insurance requirements shall be current and remain active throughout the contract term. M. CAL FIRE will be responsible for ensuring access is available to the septic tank. N. CAL FIRE will provide site map with pick up locations upon start of services. O. Contractor shall handle, pump, remove, transport, and dispose of all waste in accordance with all applicable federal, state, and local laws and regulations. Question Deadline 04/14/2025 Any questions that are not addressed at the walk-through must be submitted to Jean Vasquez Jr. No further questions will be entertained after that date.
