Site work and paving for a road / highway in Boulder Junction, Wisconsin. Completed plans call for site work for a road / highway; and for paving for a road / highway.
This project is funded by the Wisconsin Department of Transportation though the Local Roads Improvement Program (LRIP). This is a single contract for asphalt pavement overlay including shouldering, spot asphalt curb, tree removal and ditching on approximately 3.6 miles of roads. This contract consists of the following approximate quantities: 4-inch CABC Placement 1,250 tons Hot-mix Asphalt Pavement 5,710 tons The quantities are subject to change without notice prior to document distribution. Bidders must be pre-qualified with the Town of Boulder Junction within the last year or must be pre- qualified for this work 5 days prior to the bid deadline in accordance with Section 66.0901 of the Wisconsin Statutes. Each bidder must deposit, with his bid, security in the amount of 5% of the maximum bid amount. Bidders must be experienced in municipal road construction. The Town of Boulder Junction reserves the right to reject any and all bids and to waive informalities in any bid. The Contract Documents, consisting of Advertisement for Bids, Instructions to Bidders, Bidder's Proof of Responsibility, Bid Proposal Form, Affidavit of Organization and Authority, Bid Bond (in the amount of 5% of the maximum amount of the bid), Notice of Award Form, Agreement Form, Notice to Proceed Form, Performance/Payment Bond (100%), Certificate of Insurance, General Conditions, Supplementary Conditions, Technical Specifications, Drawings and Addenda (if any) may be examined at the following locations: Town of Boulder Junction P.O. Box 616, 5392 Park Street Boulder Junction, WI 54512 Town & Country Engineering, Inc. 6264 Nesbitt Road Madison, WI 53719 A. This project consists of asphalt overlay and shouldering on existing roads in the Town of Boulder Junction. B. The project consists of one contract with alternate bids. The work under this contract is summarized below. Base Bid is for asphalt overlay and shouldering on the following roads: o High Lake Road (High Fishtrap Lake Road - Ridge Road) o Ridge Road o High Pines Road Alternate Bid No. 1 (Asphalt Overlay) o High Lake Road (Ridge Road to Terminus) Alternate Bid No. 2 (Double Chip Seal) o High Lake Road (Ridge Road to Terminus) B. This section describes the requirements for control of erosion on construction sites. The Contractor shall provide the necessary materials, equipment, and labor to control erosion by the methods specified herein. If no specific quantities are shown on the Plans, the Contractor shall use whatever quantities are necessary to prevent sediment transport into adjacent storm water conveyances or streams. Other similar products may be used only with the prior approval of the Engineer. All work under this section shall be done in conformance with the requirements of NR 151 of the Wisconsin Administrative Code and Wisconsin Department of Natural Resources best management practices (BMPs). C. Section Includes: 1. Temporary Grass Seed 2. Straw Mulch 3. Filter Fabric 4. Sediment Control (Silt) Fence 5. Double Sediment Control Barrier 6. Construction Entrance Material 7. Straw or Straw/Coconut Fiber Erosion Control Mat 8. Coconut Fiber Erosion Control Mat 9. Erosion Control Polymer (Soil Stabilizer) 10. Temporary Ditch Checks (Wattles) 11. Diversion Channels 12. Rock Energy Dissipator 13. Sediment Traps 14. Dust Control A. Description of Work Covered by This Section B. The Contractor shall provide the necessary soils, aggregates, geotextiles and other materials to construct earthwork, utilities, roadways and structures in the locations and depths shown on the Plans and Specifications. C. Section Includes: 1. Coarse aggregate materials 2. Fine aggregate materials 3. Nonwoven geotextile material Description of Work Covered by This Section 1. For construction of asphalt over an aggregate base course, the Contractor shall apply an asphaltic pavement consisting of a lower course and an upper course, placed on the prepared base course, to the thickness and cross-sections shown on the Plan Detail Sheets, and to the lines and grades shown on the Plans. Fine grading in preparation for paving will have been completed under Specification Section 32 05 00. Any repair of this fine grading due to damage by poor or excessive drainage, traffic, or other causes shall be part of this paving work. 2. For asphalt overlay or wedging, the Contractor shall apply upper course over the prepared surface to the thickness specified in the Special Conditions or Bid Schedule. 3. Manhole casting adjustment methods are described in Specification Section 33 05 13. The paving contractor shall turn valve boxes to finished grade as part of the paving work without extra payment. 4. The Contractor shall conform to the requirements of the State of Wisconsin Department of Transportation (WisDOT) Standard Specifications for Highway and Structure Construction, most current edition, and all incorporated errata, annotated revisions, and subsequently issued supplemental specifications, except where this specification is stricter, except that verification testing is omitted, Owner density testing in the field and the related incentives and disincentives shall be omitted, binder and tack coat sampling and testing shall be omitted, ride quality testing shall be omitted. 5. The Contractor shall provide and apply an asphaltic tack coat on all existing asphaltic surfaces. The Contractor shall conform to the requirements of the State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction, most current edition, and all incorporated errata, annotated revisions, and subsequently issued supplemental specifications, unless the requirements set forth elsewhere in this section are more stringent. 6. The Engineer may elect to enforce the most stringent testing requirements in these specifications regardless of the tonnage placed under the project.
