Renovation of a mixed-use development in Coatesville, Pennsylvania. Working plans call for the renovation of a medical facility.
REPLACE ROOF AND REMEDIATE BUILDING 3 STAIR TOWER The Coatesville Veterans Affairs Medical Center (CVAMC), 1400 Blackhorse Hill Road, Coatesville, PA intends to issue a solicitation for Replace flat roof, on Building 3 Stair tower and remediate mold and water damage. Work to be performed 7:00 am through 4:30 pm Monday through Friday. Contractor shall provide a full breakdown of costs in the proposal to include labor codes for prime contractor employees and subcontractors. Contractor to coordinate with the COR any equipment shutdowns that would be required to prevent fumes from entering the building. The contractor shall provide all labor, supplies, transportation, and equipment necessary to replace the flat roofs identified on the attached plans. Contractor shall ensure a complete working roofing system. Contractor shall remediate any mold and mildew and patch and paint walls and ceilings. Contractor shall fence in any work, staging, and trash area on the facility grounds. All dumpsters must be covered and fenced in. Contractor shall follow VA s policy on construction and waste management. Contractor is required to follow all Coatesville VAMC and OSHA safety regulations. Contractor is required to provide a crane lift plan to the COR prior to the start of work. If at any time during the construction something is uncovered that poses a risk to safety or function in any facet of the CVAMC, the contractor shall cease production and notify the COR and shall not proceed until authorized in writing by the Contracting Officer. The contractor shall not perform any additional work outside the scope of this contract without prior authorization from the contracting officer. Only the contracting officer has authority to modify this contract. Scope of Work: The Contractor shall field verify existing conditions and verify roof areas/ and drywall to be replaced with the COR prior to commencing work. Drawings provided are for reference only. Contractor shall remove existing roofing down to existing substrate on identified flat roof being replaced. Contractor shall supply and install polyisocyanurate insulation in foam to match existing roof contours mechanically fastened to the decking. Contractor shall supply and adhere .060 EPDM membrane to the insulation on identified flat roofs being replaced. Contractor shall flash rising walls and terminate with a termination bar. Existing counter flashing can be reused, but the contractor shall be responsible to provide a connection free of leaks. Contractor shall flash curbs and penetrations per manufactures requirements. Contractor shall. install crickets at roof drains and behind curbs as required to match existing roof designs. Contractor is responsible to ensure that water flows to the roof drains and there is no puddling. Contractor shall supply and install retrofit roof drain to existing roof drain and properly flash. Contractor shall utilize only manufacturer certified roof installers and provide a manufacture s 20 year No Dollar Limit warranty on all roofing work performed. Copies of certifications to be provided to the COR prior work commencing. Copies of warranty to be provided to the COR prior to final closeout. Contractor shall remove all water damaged drywall, plaster, and/ or ceiling within the stair tower and replace. This work to include but not limited to patching, spackling, sanding painting, insulation, cove base, and mold abatement. Paint colors to be determined by the CO. The contractor shall be responsible for all mold/ mildew abatement, air testing, and ICRA barriers during construction. Air test results to be provided to the COR. Contractor shall insulate any horizontal roof drain piping along with bottom of roof drain. Contractor shall be responsible for site cleanup and all removal of all debris. This acquisition is being issued in accordance with FAR Part 14 Sealed Bidding. In accordance with FAR Part 36.204, the magnitude of this construction project is between $500,000 and 1,000,000. The maximum time for completion of this project work is forty-five (45) days of receipt of Notice to Proceed. The Solicitation documents and drawings will be available for download from the website https://www.sam.gov on or about April 3, 2025. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders shall be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders mailing list at https://www.sam.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. This solicitation is to be issued as a 100% Set-Aside Service-Disabled Veteran Owned Small Business (SDVOSB). The bidder shall be small business under relevant North American Industrial Classification Standard (NAICS) code and shall be registered and current in the following websites: www.sam.gov and www.vetbiz.gov. Bidders shall ensure registrations in these websites are not expired and are correct, current, and valid. The NAICS code for this project is 236220 and the small business size standard $45 Million. The only pre-bid Site Visit will be held on or about April 10, 2025. The exact date/time/location of the Site Visit will be specified in the solicitation. The solicitation documents will be posted at the Federal Business Opportunities website (http://www.fbo.gov) on or about April 3, 2025. Note: All prospective bidders shall be registered and certified in VETBIZ as a Certified SDVOSB in order to be considered for award (Class Deviation VAAR 804.1102 VIP Database). The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
