The Williston Recreation & Parks Department ("The Dept") seeks a qualified consultant or firm to develop a comprehensive Recreation & Parks Master Plan. The plan will create a roadmap for ensuring just and fair quantity, proximity, and connections to quality parks, recreation facilities, and programs throughout the community now and into the future. The Master Plan will guide future decisions on infrastructure improvements and capital investments in Williston's recreation and parks system. The plan will be a guiding document for the future development of the community's parks, recreation facilities, and programs over the next 10 years. This Request for Qualifications (RFQ) is the first step in selecting a firm or team to assist "The Dept" in creating a comprehensive plan that addresses the following key areas: 1. Outdoor Recreation Facilities and Parks 2. Recreation Impact Fees and Capital Planning 3. Incorporating the needs and wants of the community for Indoor facilities and programming through the existing scoping study 1. Outdoor Recreation Assessment: The Plan will include an assessment of current outdoor recreation amenities and unmet needs. This includes evaluating the availability and conditions of existing community parks, sports fields, and other outdoor spaces. The plan will identify areas for future outdoor recreation development, with a focus on community accessibility, sustainability, and environmental stewardship. This will be distinct from any future studies or planning related to Country Parks, Town Forests, and Conservation Land, which is handled separately by the Conservation Commission. 2. Recreation Impact Fees & Capital Investment Needs: The Town's current Recreation Impact Fees Study is set to expire in 2025 and will need to be revised. The Master Plan will play a key role in identifying the capital investment needs for future outdoor recreation facilities and parks and help inform the updated Impact Fees Study. The consultant will evaluate existing fee structures and provide recommendations on future fees necessary to fund park and recreation infrastructure. 3. Parks and Recreation Development Guidance: The completed Master Plan will provide guidance on the development of new parks and recreational spaces, as well as improvements to existing facilities. While the plan itself will not include detailed designs or construction plans, it will set forth priorities for infrastructure improvements and new parks. These recommendations will serve as a framework for future planning and funding decisions. 4. Indoor Recreation/Community Center: The recently completed Scoping Study for Indoor Recreation Programs and Facilities has identified the need for a new Recreation/Community Center in Williston. The Master Plan will incorporate the results and recommendations from the scoping study to provide a holistic vision for such a facility and future programming. The plan itself will not include detailed designs or construction plans for a Recreation Center 1. "The Dept" is looking to have a finished report to present to the Williston Selectboard by December 2025. 2. "The Dept" is looking to spend $70,000-$80,000 on this project.
