This is for the Installation of a 70' steel pole and Advanced Metering Infrastructure at seven locations for the City of Winter Haven Water Department as outlined below. Accompanying site surveys for each location provided as an attachment. Neptune AMI Infrastructure Installation Question Deadline Jul 23, 2025 (Wed), 2:00 PM Scope of Work - Winter Haven, FL - 7 Pole Installations - (7) 70' Total Length Steel Pole Installation - (7) AMI Installation at 75' RAD Center on Steel Pole - Labor, Material, and Testing - Electrical Installation This is for the Installation of a 70' steel pole and Advanced Metering Infrastructure at seven locations for the City of Winter Haven Water Department Contractor will complete the following installation services for the City at the sites as provided for in the attached site surveys: o Transport the pole to the site. o The location is expected to be able to be accessed via a route that can accommodate a 70' steel pole in haul. o The transportation of the pole may require a transportation permit and an escort vehicle for which the Contractor will be responsible for obtaining. o The location is expected to be rubber tire accessible for all necessary equipment. o The pole will be installed direct embedment with standard 9' in ground described as 10%+2', and 61' out of ground. A 21' mast pipe installed 8' on the pole in heavy-duty steel pole chain mount and 13' extending above will be used to reach the 75' RAD center. o An auger truck, provided by the Contractor, will be used to drill to the 9' depth. o It is the responsibility of the Water Department and Contractor to pick an exact point in the ground for the pole to be set. This exact location shall be marked with a white painted stake by Contractor or the Water Department. Should there be any underground interference at the set location, the Contractor will be responsible for notifying the City prior to determining a new pole location within the allowable area that has 6' clearance from all underground obstacles. Contractor shall then move the stake to the new location. o Contractor will be responsible for contacting the local 811 locate service for all public land sites to have the spot marked for underground pipes, wires, conduits, fiber, etc. by the local underground utility marking service. o Contractor will additionally have a private GPR (ground penetrating radar) service scan the pole location for any sites on private land. This will be completed for an approximately 15' radius out from the white painted stake that marks the pole location. o If either of the utility locate services show any underground obstacles within 6' of the Utility chosen pole location, it is expected that Contractor will notify the Water Department prior to determining a new pole location within the allowable area that has 6' clearance from all underground obstacles. Contractor shall then move the stake to the new location. o It is expected that no flaggers or lane closures will be necessary at any point throughout the process. o It is expected that the exact pole locations will be in grass/earth locations. o Contractor will dispose of all spoils from pole hole excavation at a designated approved location by the City o If rock is encountered while digging in the location chosen by Contractor or the utility, a rock drilling truck will be scheduled by the Contractor in order to accomplish the 9' depth, and the pole set will be rescheduled for a later date. o It is expected that the location will have no overhead obstructions to navigate. o Contractor is responsible for any and all permitting and licensing associated with the pole install if any are necessary as the prime contractor. Project Scope: A. The City of Winter Haven is seeking the services of a qualified contractor to install automated metering infrastructure towers, antennas and cable. The work shall include all labor, equipment, materials, and supervision necessary to complete the installation on City owned properties for MC WANE tower installation for this work. Complete installation of Tower, Antenna & Cable by the contractor and to include mounting, grounding, connection and sweeps to Neptune R900 Gateway Fixed Network Data Collector. Locations may include mounting antennas and cable on existing towers, buildings or extending existing telemetry systems ten feet. B. In evaluating and making any award of bid to the lowest most responsive bidder, the City may take into consideration a bidder's previous work performance with the City based on information in completed City Contractor Evaluation Forms for a previous project and/or any negative feedback from references provided. Information on such completed City Contractor Evaluation Forms and/or negative references may be the basis for a decision by the City to either reject a bid or not award a bid as determined by the City in its best interests. C. The City has teamed with Neptune Technology Group Inc. to provide a project manager to assist with oversight of the project.
