Bids for the award of a contract for: Bid #10225: San Marcos Campus Lot #12 Crosswalk Project Description of Work : San Marcos Campus Lot #12 Crosswalk Project, including but not limited to, removing curb and asphalt, installing concrete sidewalk, curb, flashing signage, bollards, raised AC pavement, crosswalk with flashing signs, flashing beacons within ground lighting, and new striping and restriping of existing crosswalk and stops. Estimated Project Cost: $400,000.00 Estimated Start Date : May 22, 2025 Completion of Work : Project shall be completed by August 15, 2025. It shall be Firm's sole responsibility to conduct periodic checks to identify and download any Addenda. Each submittal shall conform and be responsive to the Bid, a copy of which can be accessed on the District's portal via the following link: website. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification of contractor's license, for the work bid upon, and must maintain the license throughout the duration of the Contract: General Contractor B License Bid documents, Plans, Drawings, and Specifications can be accessed on the District's portal via the following link: website. Each bid shall conform and be responsive to the bid plans, specifications and bid documents. Each bid submittal shall be accompanied by bid security in the form of cash, cashier's check, certified check, or bidder's bond executed by an admitted surety insurer, and made payable to the Palomar Community College District, in the face amount of ten percent (10%) of the contract amount. Pursuant to Public Contract Code Section 10126 (c) (2) the District declares that the following method shall be used to determine the lowest, responsive bidder on the project: Lowest base bid without additive and/or deductive items. This Project is a public work and subject to prevailing wage requirements per Labor Code i 1/2 1720 et seq The bidder/contractor and all subcontractors of every tier shall pay laborers performing any portion of the Project not less than the prevailing wage rate established for the labor provided. Pursuant to Labor Code i 1/2 1771.4(a)(4), prevailing wage rate monitoring and enforcement shall be by the California Department of Industrial Relations ("DIR"). Each bidder must be registered with the DIR pursuant to Labor Code i 1/2 1725.5 in order to be qualified to submit a bid or to perform work on this Project. Bids submitted by contractors not registered with the DIR will be rejected as nonresponsive. All listed subcontractors in the bid also must be registered with the DIR at the time of bid opening. At all times during performance of the Project, the bidder/contractor and all subcontractors, of any tier , be registered with the DIR. Bidders/contractors may register with the DIR online. Deadlines: a) March 1, 2015 : No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the DIR pursuant to Labor Code i 1/2 1725.5 [limited exceptions apply per Labor Code section 1771.1(a)]; b) April 1, 2015 : No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code i 1/2 1725.5. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are available online. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder, and all subcontractor(s) under the successful bidder as well as all subcontractors of any tier, shall comply with all applicable Labor Code provisions, which include, but are not limited to, registration with the DIR for the duration of the work performed on the Project, the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, reporting compliance to the DIR, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure section 995.660, to the extent required by law. [1] Pursuant to the provisions of Public Contract Code section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of District, with either District or a state or federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder. All bidders shall agree to obtain and maintain in full effect all required insurance with limits not less than the amounts indicated. Bidders who fail to comply with the insurance requirements of this contract may have their bids rejected as nonresponsive at the election of the District. The District reserves the right to reject any or all bids, to accept or to reject any one or more items on a bid, or to waive any irregularities or informalities in the bids or in the bidding process. No bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening of bids.
