The proposal is for construction of a 4.99­megawatt (MWAC) ground ­mounted solar photovoltaic (PV) system. The proposed Project's limit of disturbance ("Project Area") will occupy an approximate 19.0­acre area of a 30­acre parcel (02­18­400­005 and 02­17­300­002)), located along Beecher Road, northwest of the City of Yorkville, Kendall County, IL. Beecher Solar 1, LLC has submitted an application to RBS for funding of the proposal. FOR FURTHER INFORMATION: To obtain copies of the EA, or for further information, contact: Mary J. SUPPLEMENTARY INFORMATION: Beecher Solar 1, LLC proposes to construct, operate, and maintain a 4.99­MWAC solar energy system outside of the City of Yorkville, Kendall County. The Project will occupy approximately 19.0 acres of a 30­acre parcel. The Project will include proposed excavation, new construction of panels, access road, construction easement, equipment pads, utility installations, and landscaping. The panel area will be enclosed with a chain link perimeter fence and will have access from Beecher Road. The panels will be supported by a metal racking system approximately 14 feet in height. LaBella Associates, an environmental consultant, prepared an environmental assessment for RBS that describes the project, assesses the proposed project's environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. In accordance with Executive Order 11990, Protection of Wetlands, and USDA Departmental Regulation 9500­3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. RBS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Any person interested in commenting on the proposed action may do so by sending such comments within 14 days following the date of this publication to the following address. The proposed action is available for review at the following Rural Development offi ce; Champaign State Office, 2118 W. Park Ct, Suite A, Champaign IL 62821. Any final action by RBS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7CFR Part 1970, Environmental Policies and Procedures.
