Site work and paving for a mixed-use development in San Marcos, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

CSP Submission of Written Questions Deadline (12:00 p.m.) 03/31/2025 Texas State University is developing property along Thorpe & IH-35 with the intent of providing additional parking. This parking lot will allow students to park and ride buses to campus as well as serve as football game day and other specialuniversity event parking. The property limit of construction is just around 5 acres; therefore, it will need to be permitted for a Large Construction Sitewith TCEQ. The parking lot is primarily asphalt paving with a concrete bus lane and concrete approaches/sidewalks. There are two steel canopy structures thatwill be equipped with Wi-Fi, security cameras, outlets, and one emergency bluephone system. Fiber pathways will be brought from a handhole across Thorpe Lane and trenched across Thorpe Lane to each canopy. The site will have landscaping, an irrigation system, and site furnishings at each canopy. Irrigation anddomestic water will be pulled from an 8" water line located on the property. Additionally, the site will have a new detention pond and storm system which will tie into an existing curb inlet located on Thorpe Lane. Power will bepulled from an adjacent City of San Marcos pole on Thorpe Lane for this project to serve the site's needs. HISTORICALLY UNDERUTILIZED BUSINESSES SUBMITTAL REQUIREMENTS: All agencies of the State of Texas are required to make a good faith effort to assist historically underutilized businesses (each a "HUB") in receiving contract awards. The goal of the HUB program is to promote full and equal business opportunity for all businesses in contracting with state entities. Pursuant to the HUB program, if under the terms of any contract resulting from this CSP, Respondent subcontracts any of the services, then Respondent must make a good faith effort to utilize HUBs certified by the Procurement and Support Services Division of the Texas Comptroller of Public Accounts. Proposals that fail to comply with the requirements contained in this Section 1.13 will constitute a material failure to comply with advertised specifications and will be rejected by University as non-responsive. Additionally, compliance with good faith effort guidelines is a condition precedent to awarding any contract resulting from this CSP. Respondent acknowledges that, if selected by University, its obligation to make a good faith effort to utilize HUBs when subcontracting any of the services will continue throughout the term of all agreements and contractual arrangements resulting from this CSP. Furthermore, any subcontracting of the Services by the Respondent is subject to review by University to ensure compliance with the HUB program. The HUB goals per 34 TAC 20.284 are: 11.2% for heavy construction other than building contracts; 21.1% for all building construction, including general contractors and operative builder's contracts; 32.9% for all special trade construction contracts; 23.7% for professional services; 26.0% for all other services contracts; and 21.1% for commodities contracts.
