The City ofVandalia (Owner) is requesting Bids for the construction ofthe following Project: Raw Water Main and Pressure Reducing Station. This project consists of 10,878 lineal feet of 10" PVC watermain, 1,121 lineal feet ofDirectional Bore 16" yelomine casing, Pump Station Reconfiguration, Disconnecting GST from active service and all appurtenances. The Project includes the following Work: Raw Water Main, Pressure Reducing Station and all appurtenances Sealed Bids are requested for the following Contract: City ofVandalia Raw Water Main and Pressure Reducing Station. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. A certified check or bank draft, payable to the order of City ofVandalia, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) ofthe total Bid shall be submitted with each Bid. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX ofthe Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901- 70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State ofIllinois nor any ofits departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department ofLabor, the Employment ofIllinois Workers on Public Works Act (30ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended.
