The purpose of the following specification is to set forth the requirements of transformers for general use for the electrical distribution system of the City of Redding Electric Utility. It is the intent of these specifications to obtain for the City of Redding Electric Utility transformers of the best modern design, of proven performance, rugged, reliable and capable of remaining in service for many years without maintenance. The transformers shall be constructed with parts commonly available in the United States wherever practical. Only manufacturers with ten (10) years demonstrated experience in manufacturing distribution transformers of the type and size specified will be considered. The manufacturer shall have a minimum of five (5) years continuous market presence in the United States with the necessary infrastructure in place (service facilities, engineering support, and spare parts supply). In the event the Bidder is awarded the Contract and fails to deliver the transformers within the time limit (see point A.4 in Transformer Information Statement page 1) or extended time limit agreed upon, as more particularly set forth herein, liquidated damages shall be paid by the Contractor to the City at the rate of $100 per business day for each day the complete order is delivered late. The total amount of liquidated damages shall not exceed 10 percent of the net cost of the transformers. If mutually agreeable, with all terms and conditions remaining the same, and price changes in direct proportion to the change in PPI (refer to Section 9 of the General Specifications), this Contract may be extended annually through June 30, 2029. The City reserves the right to reject any or all bids and to waive minor irregularities. The City reserves the right to investigate references and information provided by bidder to substantiate the bid submission.
