The City of Bessemer City requests a Statement of Qualifications (SOQ) for professional services from qualified environmental firms experienced with environmental site assessment and clean-up/reuse planning for Brownfields. A Brownfield is a property where expansion, redevelopment or reuse may be complicated by the presence of potential presence of hazardous substance, pollutant or contaminant. In September 2024, the EPA awarded an FY24 Brownfields Assessment Grant of $500,000 to the City of Bessemer City (City). This federal funding is dedicated to the assessment of Brownfield sites potentially impacted by hazardous substances and will be used to develop a brownfield site inventory and database, conduct Phase 1 and Phase 2 (as necessary) Environmental Site Assessments (ESAs), prepare related work documents, plan for potential site response, clean-up and redevelopment actions and opportunities, and other associated grant activities, including, but not limited to, grant administration and community engagement. The City of Bessemer City is a charming, small community in Gaston County with an estimated population of 5,625 as of the July 2023 US Census Estimate. Situated in Western Gaston County and along I-85, Bessemer City is about 25 miles west of Charlotte, NC. This mill village community sprang up with the coming of the North Carolina railroad in the 1860's bringing residential, textile, and commercial development defining the downtown area leading to formal incorporation in 1893. Today, Bessemer City is seeing large waves of new investment in residential, historic rehabilitation, infill, commercial, and new industrial space. The target area for Bessemer City's proposed Brownfields Program is the City Center (CC) zoning district, which includes the downtown core along Virginia Avenue. The City has begun the process of identifying priority Brownfield sites based on their cultural importance and redevelopment potential and has identified three preliminary priority sites. Under the FY24 EPA Brownfields Assessment Grant, the City anticipates conducting twenty (20) Phase I and ten (10) Phase II environmental site assessments, holding seven (7) community meetings, developing four (4) site-specific clean-up plans/Analysis of Brownfield Clean-up Alternatives, developing three (3) planning documents to initiate Brownfields Revitalization, and submitting sixteen (16) quarterly reports. Work conducted under this program will benefit the residents, business owners, and stakeholders in and near Bessemer City. The purpose of this Request for Qualifications (RFQ) is the procurement of a professional environment consulting firm to provide services to be performed under the above-referenced EPA grant funding. No other contacts with the City shall be made during the solicitation period. The successful Offeror shall furnish all Labor, materials, tools, equipment, supplies and incidentals, required or implied, for the complete and satisfactory performance of environment consulting services as defined by the following tasks: Task 1 - Cooperative Agreement Administration and Community Engagement Task 2 - Identified Brownfields Inventory Mapping and Database Construction, Preliminary Site Characterization, Eligibility Determination, and Prioritization Task 3 - Environmental Site Assessments (ESAs a) Phase 1 ESA b) Phase 2 ESAs c) Project Work Plans Task 4 - Preliminary Planning for Remediation and Redevelopment. To facilitate the City's objective review of the SOQs, the submitting Firms are requested to organize their submittals as follows: 1. Cover Page 2. A cover letter on the company letterhead signed by a Principal or other member of the Firm authorized to commit the Firm to contract for professional services 3. Table of Contents with page numbers 4. Information addressing all elements of the Scope of Services of this RFQ including a brief project approach, as well as information addressing the Evaluation Criteria noted in a following section. Responders shall submit four (4) copies of their Qualifications as described in the SOQ Organization section above. Each responder is cautioned not to submit responses in any other manner than that listed above. Any contact or submittal that does not follow the above instructions will be rejected. Emphasis should be on completeness and clarity of content. The method of Contractor Selection has not been Determined at this time. Question Deadline - 04/28/202 - Last Date to Submit Questions Regarding the RFQ. The City Reserves the right to modify the project.
