All inquiries about this RFP must be submitted in writing to City Administrator Mike Kramm via email: mkramm@clearlakeshores-tx.gov. The City of Clear Lake Shores seeks qualified Proposers for debris management services. This solicitation intends to enter into a pre-event contract, which would result in no immediate cost to the City but provides a qualified vendor through which the City can immediately engage in the event of a disaster. The Proposer will provide the City with services designed to support debris management services and emergency management needs. At its sole discretion, the City may expand the scope of services to include additional requirements. The City reserves the right to investigate as necessary to determine the financial resources and the ability of any firm to perform the work or services requested. The contractors shall provide information the City deems necessary to decide upon request. Proposers must be prepared to deploy debris management services within twenty-four (24) hours of the notice to proceed being issued. B. Work Description _ Emergency Road Clearance - Remove debris from the primary transportation routes as the City directs. _ Debris Removal from Public Property - Removal of debris from public rights-of-way (ROW). Remove debris from public rights-of-way as necessary to abate imminent and significant threats to the public health and safety of the community. _ Temporary Debris Staging and Reduction Site (TDSRS) - the Proposer will assist the City in identifying, securing, and properly permitting a site and will prepare and maintain a sufficient number of TDSRS facilities to accept and process all eligible storm debris. Preparation and maintenance of facilities shall include maintenance of the TDSRS approach and interior road(s) for the entire period of debris hauling, including provision of stone for any roads that require stabilization for ingress and egress. The Proposer will be responsible for obtaining any required permits, which shall be paid for by the City. At the City's discretion, owned rights-of-way or other entity-owned property can be provided to temporarily store debris. _ Removal of Debris to Landfill-Depending on the circumstances and quantity of debris, the Proposer will be able to use a TDSRS or directly haul it to a landfill. The City's current approved location/landfill for final debris disposal has yet to be determined All debris shall be processed following Federal, State, and Local laws, standards, and regulations. Processing shall include but is not limited to, reduction by tub grinding and incinerator when approved by the City. Before reduction, all debris shall be segregated between vegetative debris, construction and demolition debris, recyclable debris, white goods, and hazardous waste. _ Generated Hazardous Waste Abatement - Abatement of hazardous waste identified by the City following all applicable federal, state, and local laws, standards, and regulations. _ Debris Removal - Disposal of all eligible debris, reduced debris, ash residue, and other products of the debris management process following all applicable federal, state, and local laws, standards, and regulations. Payment for disposal costs, such as tipping fees incurred by the Proposer at permitted disposal facilities or other end user-approved sites that meet federal, state, and local regulations for disposal, will be made at the cost incurred by the Proposer. The Proposer must furnish a copy of the invoice received by the disposal facility, supported by scale and load tickets issued by the disposal facility, and proof of Proposer payment to the disposal facility. _ Documentation and Inspections - Storm debris shall be inspected by the City and/or the debris monitor. Inspections will be made to ensure compliance with the contract and applicable federal, state, and local laws. The Proposer will always provide the City and/or debris monitor access to all work sites and disposal areas. The Proposer will have in place at the TDSRS and/or landfill personnel to verify and maintain records regarding the contents and cubic yards of the vehicles entering and leaving the TDSRS. The Proposer shall assist the City and/or debris monitor in preparing all Federal (FEMA) and State (TDEM) documentation/reports for potential reimbursement. City employees shall review all documentation before submittal. The Proposer will work closely with the City of Clear Lake Shores, other City contractors, FEMA, TDEM, and other applicable federal and state agencies to ensure that eligible debris collection and data documentation appropriately address concerns of the potential reimbursement agencies. _ Work Areas - The City will establish and approve all areas where the Proposer will be allowed to work. Daily and/or weekly meetings will be held to determine approved work areas. The Proposer shall remove all eligible debris and leave the site from which the debris was removed in a clean and neat condition. There will be particular debris not picked up by equipment, machinery, and general laborers the Contractor uses. The City's reasonable judgment will determine when a site is in a clean and neat condition. _ White Goods - The Proposer may expect to encounter white goods that are available for disposal. The Proposer will dispose of all white goods encountered following applicable federal, state, and local laws. Hazardous Stumps - The Proposer shall remove all stumps that the City determines to be dangerous to public access and as directed by the City. The stumps shall be hauled to TDSRS, where they shall be inspected and categorized by size. _ Fill Dirt - Upon the direction of the City, the Proposer shall place compacted fill dirt in ruts created by equipment & holes created by removing hazardous stumps, and other areas that pose a hazard to public access. _ Documentation and Recovery Process - The Proposer will provide the following assistance in addition to debris removal: _ Recovery process documentation - create a recovery process documentation plan. _ Maintain documentation of the recovery process. _ Provide written and oral status reports as requested by the City. _ Review documentation for accuracy and quantity. _ Assist in the preparation of claim documentation. _ Allow the City to document and identify all vehicles used in the debris removal process. _ TDSRS Reclamation - Site reclamation shall follow all federal, state, and local laws, standards, and regulations. Site reclamation shall be accomplished following the Contractor's "Debris Removal Operations Plan and Environmental Protection Plan." _ Working Hours - All activity associated with the gathering and loading eligible debris shall be performed during visible daylight hours only. Hauling eligible debris to the TDSRS will only be allowed during visible daylight hours between dawn and dusk. The Proposer may work during these hours seven (7) days per week, including holidays. It is understood between the parties that at the TDSRS, debris reduction may occur twenty-four (24) hours, seven (7) days per week if the Proposer deems it necessary and safe, subject to City approval. The Proposer shall be responsible for obtaining sites to stage equipment, such as trucks, while not in use. _ Other Services - The City requests that each potential Contractor's proposal provide a complete list of services that can be provided in addition to debris removal.
