If the proposal is accepted and the bidder is declared not responsive, it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractors Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, April 04, 2025. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. IL DOT - 168 - HMA Resurfacing, Patching, Sidewalks, and Curb and Gutter on North Avenue The work consists of hot-mix asphalt surface removal, resurfacing with hot-mix asphalt surface course and polymerized leveling binder, pavement patching, spot sidewalk replacement, spot curb and gutter replacement, pavement marking installation, and all incidental and collateral work necessary to complete the project as shown in the plans and as described herein This work shall consist of adjusting frames and lids for drainage and utility structures located within the pavement area in accordance with Section 603 of Standard Specifications except as modified herein: All work shall follow and be according to the District One Detail BD-08 "Details for Frames and Lids Adjustment with Milling". This work shall consist of constructing a solid concrete barrier median adjacent to the Bartlett Elementary School bus lane. Median shall be constructed between the bus lane and through lanes of North Avenue replacing the existing median in the same location. All work shall be completed in accordance with the applicable portions of Section 606 of Standard Specifications, the applicable portions of Standard 606301 and the details included in the plans. After removal of the existing median and subgrade material, to the proper depth, the newly excavated subgrade shall be prepared and compacted to the satisfaction of the engineer prior to placement of aggregate base course material. The pavement removal and front fill, with compacted CA-6 aggregate along the bus lane to facilitate median forming, shall be considered included in the cost of the solid barrier median. This work shall consist of adjusting frames and lids for drainage and utility structures located within the existing gutter flag where curb and gutter is being replaced for ADA Ramp reconstruction and curb and gutter replacement addressing poor existing conditions. Work shall be completed in accordance with Sections 602 & 603 of Standard Specifications. Resetting of the existing frame shall provide positive drainage in the case of drainage structures. All existing structures shall be cleaned and new adjustment rings used to reset the existing casting. All adjustments and final settings shall be completed using a mortar bed between each ring and frame. Prior to backfill the frame flange and top 6 inches of the structure shall be encased with concrete to provide a sealed setting, preventing base course infiltration of the drainage and utility structures. This work shall consist of reconstructing existing drainage or utility structures and adjusting frames and lids where identified in the plans, or as directed by the engineer, when located within the existing gutter flag where curb and gutter is being replaced for ADA Ramp reconstruction and curb and gutter replacement addressing poor existing conditions. Work shall be completed in accordance with Sections 602 & 603 of Standard Specifications. Resetting of the existing frame shall provide positive drainage in the case of drainage structures. All existing structures shall be cleaned and new adjustment rings used to reset the existing casting. All reconstruction, adjustments and final settings shall be completed using a mortar bed between each ring and frame. Prior to backfill, the frame flange and top 6 inches of the reconstructed structure shall be encased with concrete to provide a sealed setting, preventing base course infiltration of the drainage and utility structures. This work shall consist of removal of existing gutter line drainage structures along the north side of the existing bus lane median in front of the Bartlett Elementary School and the structure in the southeasterly corner of North Avenue at Eastern Avenue. This removal work shall be completed in accordance with the applicable portions of Section 605 of Standard Specifications. The removal work shall be completed in coordination with other storm sewer replacements in the general project location. Backfill of the excavation shall be completed using a compacted aggregate fill material with a CA-6 gradation. Fill shall be completed following completion of all storm sewer work. This work shall consist of the complete removal and replacement of curb or combination curb and gutter. Work shall be according to Sections 440 and 606 of the Standard Specifications, State Standard 606001, District Detail BD-24 and as directed by the Engineer except as modified herein. Curb or combination curb and gutter removal and replacement shall match the type of the existing curb or combination curb and gutter. Types may be variable and are to meet existing dimensions and field conditions. Locations of removal and replacement shall be determined by the Resident Engineer at the time of construction. Unsuitable material to be removed, as directed by the Engineer, shall be replaced with subbase granular material, type B or additional thickness of concrete. Suitable backfill material, when required, shall be replaced as directed by the Engineer. Epoxy coated tie bars, #6 (20) - 24" (610) long at 24" (610) centers, shall be used except when adjacent to flexible pavement. Longitudinal bars, if encountered, are not to be replaced. Hot-mix asphalt surface removal on the existing gutter flag, if encountered, shall be included in the removal of the curb and gutter. Saw cuts shall be according to Article 440.03 of the Standard Specifications. 1/2 " (13) preformed expansion joints shall be used at concrete sidewalks, driveways and medians. This work shall consist of furnishing, installing, maintaining, relocating for various states of construction and eventually removing temporary informational signs. Included in this item may be ground mount signs, skid mount signs, truss mount signs, bridge mount signs, and overlay sign panels which cover portions of existing signs.
