Description: The project includes the realignment of Oak Avenue from Hickory Avenue north to Bartlett Avenue off Lake Street (US Route 20). The estimated length of the roadway is approximately .35 miles and will require utility coordination and potential relocation. The land the proposed realignment is on is in a newly established Tax-Increment Financing (TIF) District and a section is owned by IDOT and another section is private property. IDOT has instructed the Village to initiate Phase I. A concept from IDOT for the realignment from 2017 is included for reference. The Village funding of this project will be paid for using MFT funds, and any future additional funding. Therefore, all plans, specifications, project documentation and construction practices shall adhere to the guidelines set forth by IDOT for federal aid projects. Timeline: The goal is to begin Phase I during FY 25/26 and go through the IDOT process and continue into Phase II engineering once IDOT approves Phase I. Scope of Services The awarded firm shall be responsible for engineering services necessary to oversee the successful completion of the above project. This work may include, but not be limited to: o Providing contract management - including coordination with IDOT, utilities, and outside agencies. o Providing survey work, including all utilities. o Providing an estimated construction timeline. o Providing Phase I conceptual designs. o Assistance with Grant funding applications and reporting (if applicable). o Preparation of Phase II plans and specifications and estimate for the work required. o Permitting assistance if required - anticipated IEPA and IDOT permits at a minimum o Assistance in bidding preparation and bid review. o Potential Additional Services may also include: o Coordinating meetings with residents/businesses to obtain construction easements o Wetland delineation and report SOI Submittal Requirements*: The following information shall be included to help the Village of Bartlett select a consultant(s) for the above referenced project(s). o Name, contact person, address and brief history of firm. o Project(s) that the firm is submitting the SOI for. o Names and resumes (limit each individual resume to one (1) page) of the key staff to be assigned to this project. o Related experience during the last five (5) years by the proposed staff. o Project understanding/approach and Critical Project Components o Information that would differentiate your firm from others. *The SOI shall be no more than five (5) double-sided pages.
