The contract involves the construction of a new soccer complex including site grading, lighting, a restroom facility, entry drive and parking lot, all in the city limits of Elkton, Kentucky. No Bid will be considered unless accompanied by a cashier's, certified or bank check or a Bid Bond equal to at least five percent of the maximum Bid, payable to the OWNER as a guarantee that after a Bid is accepted. Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within fifteen days after the tentative Notice of Award. Contract award shall be made based on the lowest, responsive, responsible Bid. The Todd County Fiscal Court reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 90 days after the time set for opening Bids. Note that the OWNER reserves the right to award only a portion of the work, at the stated unit prices, due to limited funds available for the project.
