Renovation of a detention facility in Elkton, Kentucky. Working plans call for the renovation of a detention facility.
Plans call for the facade/structure repairs and HVAC replacements for an existing correctional facility. As of March 18, 2026, the construction manager is preparing to bid the project out. The construction manager plans to bid the project in packages throughout the summer of 2026. Construction is expected to begin in December of 2026 and be completed in the summer of 2029. *The closed solicitation has been provided below for reference: Construction Manager/General Contractor services are required for the EKCC Facade/Structure Repair and HVAC Replacement in West Liberty, Kentucky. All offers are subject to the terms and conditions contained in this solicitation. Proposals must be submitted electronically through the Vendor Self Service (VSS) system, with further instructions and the RFP document available via the attachments section. Firms are instructed to select 'Bid' and enter $0.00 for the contract amount under the specified line item. Vendors must review and update all addresses and contact persons for their account prior to submission, as this information will be carried forward to the contract if awarded. A submission checklist is provided. Only electronically submitted proposals through VSS will be accepted.
