The City of Kingsville is seeking submissions in response to a Request for Qualifications (RFQ No. 25-08) for engineering services related to Texas Water Development Board - Economically Distressed Areas Program (TWDB-EDAP) first time wastewater connection. This project may include improvements to wastewater systems. Funding for these projects may come from grants or loans provided by the Texas Water Development Board. Engineers submitting a Statement of Qualifications (SOQ) must acknowledge the possibility that contracts may depend on the release of funds from this agency. Any contract resulting from this RFQ is expected to be partially funded through such financial assistance, with neither the State of Texas nor any of its entities being a party to the RFQ or any subsequent contract. This RFQ is issued under Section 2254 of the Texas Government Code (Professional Services Act). Contracts awarded through this RFQ may also be subject to the EPA's Disadvantaged Business Enterprise (DBE) Program, which includes fair share goals for the procurement of Minority and Women-owned Business Enterprises (M/ WBEs).The contract(s) that may be awarded through this RFQ could potentially be subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses
