Site work and renovation of a transportation facility in Copperhill, Tennessee. Completed plans call for the renovation of a transportation facility; and for site work for a transportation facility.
Contract No. 1 - Rehabilitate Main Hangar and Terminal Facilities The bid prices shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Form of Proposal, Standard General Conditions of the Construction Contract, Supplemental General Conditions and Detail Specifications and Drawings prepared by GRW/Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the required provisions will be publicly opened and read aloud. The work to be bid upon is generally described as follows: Contract No. 1 - Rehabilitate Main Hangar and Terminal Facilities The scope of the project is to provide improvements to the Main Hangar and Terminal Facilities at Martin Campbell Field in Copperhill, TN. Base Bid - the Contractor shall provide exterior improvements; provide demolition and replacement of metal siding panels and insulation at the terminal area; provide exterior door and window replacement; provide electrical upgrades including Hangar Area main distribution panel, lighting, and switching; provide fire extinguishers; and restore any finishes damaged in the work to match existing. Work not noted as Alt. 1 or Phase II is Base Bid. Alternate 1 (Alt.1) - the Contractor shall provide ADA improvements - provide all work associated with the Toilet Rooms including heating and ventilation, lighting, plumbing renovations, finishes, and accessories. Provide all work associated with ADA site improvements including sidewalks, parking, and grading. Phase II (N.I.C) - Work specifically noted as Phase II work is Not in this Contract for Construction. Work within the contract for construction shall be coordinated with this work and not prevent Phase II work from being provided in the future. Phase II work includes Hangar/Terminal wall improvements and fire rating upgrades, additional terminal area electrical, lighting, and HVAC improvements; terminal area finish upgrades (not in Alt. 1), and additional Hangar egress. Include as part of base bid and alternates all devices, accessory objects, and similar items incidental to or required for a complete installation whether or not it is indicated as part of the work. The project will also include mobilization and any other appurtenances required for a complete project detailed by the plans and specifications prepared by GRW, Inc. Construction Time Limits - The Contractor will be required to achieve Final Completion in 240 calendar days from the Notice to Proceed. The Contractor will have 30 days for submittals and lead time, 180 days for on-site work to achieve Substantial Completion, and 30 days to achieve Final Completion and readiness for final payment. Liquidated damages will be $500.00 per day for each day after the expiration of the construction time. A Bidder may not withdraw his/her bid for a period of one hundred fifty (150) days after the date set for opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Polk County Commission, in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates (if applicable). Bid bonds must be issued by a Surety acceptable to the Polk County Commission and the State of Tennessee as noted in Treasury Department Circular 570. This project, due to the amount of federal participation, requires the Contractor to meet a goal for Disadvantaged Business Enterprise participation of 8.28 percent (8.28%). The Contractor will be required to justify the amount of DBE participation which will be utilized or that there was a good faith effort made to allow for DBE participation. It is the policy of the Authority that DBE's, as defined in 49 CFR Part 26, shall have the maximum opportunity to participate in the performance of contracts assisted in whole or part by funds granted by the DOT. Contractors are also required to adhere to Tennessee SP1246 and SP1247 where applicable. The Polk County Commission is an equal opportunity employer and will require the Contractors to adhere to the provisions of this program. The Polk County Commission reserves the right to reject any and all bids.
