City of Forest Grove ("City") is requesting proposals from qualified design firms (Consultant) in providing engineering services for a Substation Transmission Tie-Line Project. To be considered, interested parties must submit their proposals in accordance with the requirements set forth in the Request for Proposals (RFP). The RFP will be used to select the Proposer to provide professional engineering services required to complete professional engineering services which generally includes and at the same time are not limited to what has been described in Section 3 of the RFP. Responses to this RFP will be reviewed, scored, and ranked according to the criteria and process defined in this RFP. The Proposer selected for contract negotiations will be the firm selected as the most qualified through the evaluation process. The City may reject any response not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all responses in whole or in part when the cancellation or rejection is in the best interest of the City, and at no cost to the City. The method of Contractor Selection has not been Determined at this time.
