Terms and Conditions: This task order request for proposal (RFP) is solicited and awarded under the terms and conditions of the NAVFAC Northwest 8(a) Multiple Award Construction Contract (8(a) MACC). This RFP and all amendments are available only via PIEE, which is the only method of distribution. Acknowledgement of all amendments and submission of timely offers rests with the contract awardee. In the event your firm is unable to submit a proposal, submit a written explanation notifying both this office (Contracting Officer issuing this Request for Proposal (RFP)) and the CORE PDC Team assigned Contract Specialist within five days of receipt of this RFP. Question Deadline 04/10/2025 Project Description The project recapitalizes an existing Oily Wastewater Treatment System (OWTS) to return processing capacity to 200 gallons per minutes (GPM). The demolition phase of the project will remove and dispose of: (1) the existing OWTS plant at Facility 705 (Dry Dock 5); (2) four single-walled water storage tanks (two-40,000 gallon and two-20,000 gallon); (3) above ground mechanical/electrical systems; (4) one weather enclosure; and (4) below ground electrical feeder cable replacement (Power Study dependent). The recapitalized OWTS will consist of: (1) plant equipment to restore the system to its original 200 gallon per minute (GPM) capacity; (2) four double-walled water storage tanks (two-40,000 gallon and two-20,000 gallon); (3) code compliant mechanical/electrical/communications services; (4) code compliant fire and life safety systems; and (5) code compliant civil/structural foundations/weather enclosure. Additional Site Visit Details: o Prime Contractors (Offerors) will be limited to a maximum of four (4) site visit participants each due to required security protocols. o All site visit participants must submit a separate registration request not later than 2:00pm local time 28 March 2025 to confirm attendance.
