Site work, paving and new construction of a mixed-use development in Spencer, Iowa. Completed plans call for the construction of a transportation facility; for site work for a transportation facility; and for paving for a transportation facility.

This project will be executed under 2 separate tied contracts. Contract No. 1 (Federal Funding) consists of constructing a new 8-Plex Nested T-Hanger, PCC pavement Taxilanes, and Site Grading . Contract No. 2 (State Funding) consists of constructing PCC Pavement Aprons on both sides of the proposed Hangar between the taxilane and the proposed structure. Contract No. 1 & 2 will be tied contracts, bidders must submit a bid for both contracts. Site Address: 1957 330TH STEEET Contract No. 1 (Federal Funding Eligible Work) Includes construction of a new 8-Plex Nested T-hanger, a PCC pavement Taxilane Extension on the south and east sides of the proposed Hangar, and Site Grading. Contract No. 2 (State Funding Eligible Work) Includes construction of PCC Pavement Aprons on the east and west sides of the proposed Hangar between the taxilane and the proposed structure. CONTRACT NO. 1 The Contractor shall have 75 calendar days to complete the Contract No. 1 work between the receipt of the Notice to Proceed (anticipated in July) and June 15, 2026 and shall complete the work covered by the contract on or before the 75th calendar day following the commencement of the Contract No. 1 work at the site, or June 15, 2026 whichever comes first. CONTRACT NO. 2 The Contractor shall have 25 calendar days to complete the Contract No. 2 work between September 15, 2025 and June 15, 2026 and shall complete the work covered by the contract on or before the 25th calendar day following the commencement of the Contract No. 2 work at the site, or June 15, 2026 whichever comes first. Each proposal (bid) shall be accompanied by a cashier's check or certified check drawn on a solvent Iowa bank or a bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or a credit union chartered under the laws of the United States; or a bid bond in the form prescribed in the specifications and filed in an envelope separate from the one containing the proposal, sealed, and in the amount of not less than 5 percent of the amount of the bid. Goals for minority participation for each trade: 0.4% Goals for female participation in each trade: 6.9% Disadvantaged Business Enterprise - 49 CFR Part 26: The contractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of this DOT-assisted contract. In accordance with 49 CFR Part 26.45, the sponsor has established a contract goal of 5.0% participation for small business concerns owned and controlled by certified socially and economically Disadvantaged Business Enterprise (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet this established goal. If the wage rate determination of the Department of Labor incorporated in these specifications does not include rates of classifications deemed appropriate by the bidder, the bidder is responsible for ascertaining the rates payable for such use in accomplishing the work. No inference concerning practice is to be drawn from their omission. Further, the omission does not, per se, establish any liability to the Government (or the Owner) for increased labor costs resulting from the use of such classifications. The owner reserves the right to reject any irregular proposal and the right to waive technicalities if such waiver is in the best interest of the owner and conforms to local laws and ordinances pertaining to the letting of construction contracts.
