City commissioners awarded a bid of $1,684,993 to Underground Construction Monday evening for a water redundancy project. The project consists of a 12-inch water main connecting will connect Highway 85 (Pioneer Way) and the northeast side of Lee Street, terminating at the pressure reducing valve at the city maintenance shop. The line is expected to run along Highway 85, then will follow Railroad Avenue and Sampson Street. “Since the conception of Deadwood, we have never had a redundancy line in zones 5 through 8,” said Lornie Stalder, public works director. “This will give us a backup plan if water is disrupted through those areas.” Stalder said the city engaged Towey Designs in 2022 to create a water facility plan. The engineers on the project estimated a cost of $2.897 million. Stalder said the city secured a loan from state of South Dakota at 3.75 percent interest. With the bid coming in more than $1 million less than the estimated cost, Stalder said the city will no longer need the loan to pay for the project. “I love that number,” said Stalder. “We have that money in reserves, so we’re able to pay for the project ourselves.” Stalder said the project is expected to begin in July and completed by the end of October, requiring occasional closures of Railroad Street. “I think they’ll fly through that portion of it,” he said. “There’s not much for utilities there. Most of it is gravel or milling the road, so I think that part will go pretty fast.” This isn’t the first time the city has saved money while following the water facility plan. The plan created “urgent tasks” for the city including a new pump house on Denver Street and the redundancy line. The pump house was estimated to cost $807,000. Stalder said his staff looked at improving the pumps instead of replacing them, costing the city $320,000 less than the estimate. The next phase in the plan suggests the city build a water tank near Boot Hill. Stalder said without plans for further development, the city will hold off on expanding the water system and continue to focus their efforts on improving and maintain the system already in place. _____________________________ The Project includes the following Work: This project consists of the installation of approximately 4,625 lf of 12 PVC and Ductile Iron water main along with valves, fire hydrants, appropriate fittings, and surface restoration. The new water main will be placed within the Railroad Avenue and Sampson Avenue rights-of way. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the specifications. The DBE/MBE and WBE goals for participation in this contract in terms of percentage of contract value are as follows: MBE 1.0 percent; WBE 4.0 percent. Bids are requested for the following contract: city of deadwood highway 85 Drinking water expansion project. Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents. 7.02 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows: A. Questionsshall be submitted to Michael Towey, PE, mtowey@toweydesigngroup.com 7.03 Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. 7.04 Only responses set forth in an Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Responses to questions are not part of the Contract Documents unless set forth in an Addendum that expressly modifies orsupplements the Contract Documents. The project must be substantially completed by November 14, 2025 and ready for final acceptance on later than November 28, 2025.
