Sludge removal services for the Brandy Camp Acid Mine Drainage Treatment Plant (07/01/2025-06/30/2027). The Department of Environmental Protection, Cambria Office, requires a Contractor to provide all necessary labor and equipment, on an as-needed basis, to pump and dispose of treatment sludge at the Brandy Camp Acid Mine Drainage Treatment Plant located in Horton Township, Elk County, in accordance with the terms of this bid proposal. It is estimated that a volume of 250,000 ft.3 of sludge with an estimated ten percent (10%) solids content will need to be pumped each year from one (1) of two (2) plant settling ponds a distance of approximately 8,000 feet with multiple booster pumps to inject it into a deep mine complex borehole. From the northeast settling pond, the Contractor shall be required to pump through an existing six-inch (6") diameter Schedule 40 PVC pipe into a pond approximately 400 feet away and then pump with booster pumps a distance of approximately 8,000 feet to the deep mine borehole. From the southwest settling pond, the Contractor shall be required to pump to the existing six-inch (6") diameter Schedule 40 PVC pipe located at the northeast pond, a distance of approximately 750 feet away, through the existing six-inch (6") pipe to the pond approximately 400 feet away and then pump with booster pumps a distance of approximately 8,000 feet to the deep mine borehole. The sludge pumping system should be done by a moveable pumping system that can simultaneously mix and spray the sides of the pond without damaging the clay liner. The sludge will be mixed and liquefied such that it can be pumped over 8,000 feet. An operation that simply employs pumping sludge with a stationary suction line or stationary submersible pump will be deemed unacceptable. The hose used for pumping should be tear resistant to pump sludge without leaking. Continuous monitoring shall be done to prevent leakage. The pumping duration shall not exceed three (3) consecutive days. The Department reserves the right to substitute an alternate sludge disposal site in close proximity to the predetermined site location, if needed. The Department reserves the right to reject any item of equipment when, in the opinion of the Department's Representative, the item is not in satisfactory operating condition.
