The City of Springdale Water and Sewer Commission, Springdale Water Utilities (SWU) is seeking requests for qualifications/proposals consistent with Act 612 of the Arkansas 92nd General Assembly Regular Session 2019, from qualified licensed professionals who are certified by the Arkansas Contractors Licensing Board to perform construction management/ general contractor services for the SWU WWTF Phase II Improvements in Springdale, AR. The improvements will include (1) construction of a new 40 MGD disk filter facility (potentially including future filter structure to meet a 60 MGD peak flow demand with a redundant filter unit), (2) demolition of existing sand filtration equipment while keeping filter cells 5 and 6 for backup, and (3) new gravity return line from the flow equalization basins to the primary splitter box (with provisions and space for a future connection to the future primary effluent splitter box). The new disk filter facility design will be based upon Alfa Laval equipment. Garver will provide surveying, geotechnical coordination, design, collaborative delivery support, construction support services, and warranty support. SWU desires the selected contractor to collaborate in engineering, scheduling, cost control, value engineering, constructability, and preparation of bid packages in order to achieve maximum value for the SWU. Preconstruction services are anticipated to begin by May 2025. Construction must be completed by January 2028 SELECTION PROCESS AND CRITERIA: 1. SWU will assemble a selection committee to review proposals. 2. Contractors submitting the three highest ranked proposals may be invited to interview. 3. The selection committee will consider the proposals and potential interviews and make a formal recommendation to the City of Springdale Water and Sewer Commission. 4. Some minimum qualifications that SWU will consider are: a. Licensed contractor in the State of Arkansas b. Relevant experience and technical competence as demonstrated in similar projects, minimum of six within the last 10 years. c. Ability to obtain a Payment Performance Bond from a surety company licensed to do business in Arkansas with an A.M. Best rating of not less than A+ or better. Must have the ability to bond at least $20 million. d. Ability to meet minimum insurance requirements in the Draft CMAR Contract from insurance companies that have an A.M. Best Rating of A+ or better and are duly licensed or authorized in Arkansas. and are duly licensed or authorized in Arkansas. e. The evaluation criteria will include CMAR profile, project team structure and key personnel, relevant project experience, project approach, pricing information, and potential interview. SWU shall have the right to cancel the RFQ process without notice, accept or reject all or any part of all or any proposals, waive technicalities, formalities, and/or informalities, and to accept any submission deemed to be in the best interest of SWU.
