Site work and renovation of a civil project in Barnstable, Massachusetts. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work generally consists of, but is not limited to, upgrades at the existing Straightway Water Treatment Facility and Site, including a new 11,000 ft2 municipal water treatment facility with greensand filtration, granular activated carbon (GAC) contactors, advanced oxidation using hydrogen peroxide and ultraviolet (UV) reactors, and chemical feed systems. The work also includes a new 2,300 ft2 building to be constructed around existing outdoor GAC contactors, two new municipal drinking water wells and associated pump stations, modifications to the existing booster pump station, modifications to the existing Straightway Treatment Facility, site work and exterior piping systems, storm water management features, selective demolition within existing facilities, and complete demolition of the existing Simmons Pond and Hyannisport Facilities. The work includes two bid alternates. Questions Due Date: Apr 18th 2025, 12:00 PM EDT Questions Online Portal Questions are now due by April 29, 2025, by Noon 12:00PM Contract Final Completion time shall be 1109 calendar days commencing from the date of Notice to Proceed. Liquidated damages for each calendar day of delay shall be Two Thousand Dollars and Zero Cents ($2,000.00) as stipulated in the Contract documents. Each general bid must be accompanied by a copy of a Certificate of Eligibility (DCAMM CQ-1) issued by the Deputy Commissioner of the Massachusetts Division of Capital Asset Management and Maintenance showing that the bidder has the classification and capacity rating to perform work in the Sewage and Water Treatment Plants category. Each General bid and Sub-bid shall be accompanied by a bid security in the form of a certified, treasurer's or cashier's check, bid bond or cash in the amount of 5 percent of the value of the Bid or sub-bid, as applicable. If submitting cashieris checks they must be received in the Procurement Office Lockbox before the bid close date. If, upon acceptance of the bid, a Bidder fails to enter into a Contract with the Town of Barnstable, the bid security shall be forfeited to and become the property of the Town. If, upon acceptance of the bid, a Bidder fails to enter into a Contract with the Town of Barnstable, the bid security shall be forfeited to and become the property of the Town. Every bid bond, every performance bond and every payment bond issued for any construction work in the Commonwealth shall be the bond of a surety company organized pursuant to section 105 of chapter 175 or of a surety company authorized to do business in the Commonwealth under the provisions of section 106 of said chapter 175 and be approved by the U.S. Department of Treasury and are acceptable as sureties and reinsurers on federal bonds under Title 31 of the United States Code, sections 9304 to 9308. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP). Minimum wage rates as determined by the Department of Workforce Development under the provisions of M.G.L., Chapter 149, Section 26 to 27D, inclusive apply to this project. It is the responsibility of the Contractor, before bid opening to request, if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project. No Bidder may withdraw his/her Bid for a period of ninety days, excluding Saturdays, Sundays, and legal holidays, after the actual date of the opening of the Bids. Complete instructions for filing Bids and Sub-Bids are included in the Instruction to Bidders. Materials and supplies used or incorporated in the performance of this contract are exempt from sales and use tax. The bidding and award of the Contract shall be in full compliance with Sections 44A to 44J inclusive of Chapter 149 of the General Laws of the Commonwealth of Massachusetts as last revised. The Owner reserves the right to reject any or all general bids if it is in the public interest to do so; and reserves the right to reject any sub-bid on any sub-trade if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified.
