The South Carolina Department of Veterans Affairs is soliciting for quotes for a service provider to supply all labor, equipment, hardware, materials and tools, for repairs and plaque realignment for the Memorial Wall located in the flag plaza of the M.J. Dolly Cooper Veterans Cemetery 140 Inway Drive, Anderson, SC. QUESTIONS MUST BE RECEIVED BY: 04/03/2025 at 12:00 PM ET NUMBER OF COPIES TO BE SUBMITTED: One electronic copy via SCEIS. The Memorial Wall is used to display permanent memorial plaques of veterans and their dependents that have had their cremains scattered at a designated and specific location at the cemetery. The pre-cast concrete stones are set in three groups of two stones. The right 2 stones of the Wall have shifted over time and are becoming a hazard. The shift caused chipped edges and a hairline crack approximately halfway up one of the stones and effectively eliminates that panel from being used for future plaque emplacement The middle and left sets of stone are currently holding permanent markers. These markers are not mounted properly and do not display a disciplined alignment requiring realignment. Contractor Requirements 1. The Contractor shall replace and secure two pre-cast concrete panels on the right Wall #3. a. Remove loose/cracked panels from the stone veneer wall. b. Remove stone veneer enough to access anchor points. c. Remove/repair existing anchors. d. Add/amend anchors to carry load and remain secure in the anchor slot. e. Install two new pre-cast panels with appropriate anchorage and adhesive mortar to the back of the wall. f. Replace stone veneer around panels. g. Apply sealant and backer rod around pre-cast panels. h. Install breaker-bond to allow for expansion. i. Add weep holes to the baseline to allow moisture to escape. 2. The Contractor shall assess structural integrity of the panels on the center (#2) and left (#1) walls. a. Check the anchoring points on both remaining walls assuring base clips and tie backs are secure in the anchor slots. b. Ensure that all panels and split-face are securely attached to the wall and that adhesive mortar is bonding to the panels. c. Replace sealant and backer rod around pre-cast panels. d. Install breaker-bond to allow for expansion. e. Add weep holes to the baseline to allow moisture to escape. 3. The Contractor shall move and replace panels, clean Walls #1 and #2. 4. The Contractor shall remove plaques from center wall (#2); realign and re-install level and plumb, preserving the listed order of memorial plaques when reinstalled. a. Remove bronze plaques from the panels. b. Clean the wall. c. Fill the existing holes. d. Drill new holes so all panels are properly aligned. e. Discretely mark template points. f. Re-attach plaques ensuring they are vertically aligned, level and plumb. 5. The Contractor shall remove plaques from left wall (#1); realign and re-install level and plumb, preserving the listed order of memorial plaques when reinstalled. a. Remove bronze plaques from the panels. b. Clean the wall. c. Fill the existing holes. d. Drill new holes so all panels are properly aligned. e. Discretely mark template points. f. Re-attach plaques ensuring they are vertically aligned, level and plumb. 6. The Contractor shall provide a timeline of milestone events and schedule within five days of receipt of award. 7. Contractor deliverables shall include, but are not limited to: a. The Contractor shall provide a clean, visually appealing and safe cemetery feature. b. The Contractor shall provide new pre-cast panels securely attached and properly anchored to wall #3. c. The Contractor shall provide level and plumb bronze plaques. d. The Contractor shall provide a setting template guide for Cemetery personnel's future use. e. The Contractor shall provide training to Cemetery personnel on template guide use for future plaque installation assuring future placement of plaques are aligned and future plaque installation are correctly completed by Cemetery personnel. 8. The Contractor shall ensure its services follow all local, state and federal regulations. 9. The Contractor shall ensure that all required permits and licenses needed to complete services are obtained prior to commencement of services.
