All services must be performed in accordance with applicable Federal, State and Local regulations. The Town requires the support of consultants for design, permitting and construction phase engineering services for wastewater facilities within Town of Pembroke Park Utility Service Area. Additionally, the Town requires professional services for environmental permitting, planning and compliance. Qualified firms must follow the Town of Pembroke Park Standards and Specifications while performing these services. Qualified firms, or qualified Proposal Teams, must have in-house, multi-disciplinary capabilities in at least five (5) of these fields, but more capabilities identified will enhance the scores: o General civil engineering o Wastewater engineering and evaluation o Regulatory compliance and permitting for wastewater facilities o Utility environmental affairs o Well construction and abandonment o Well head protection, water quality and environmental assessments o Feasibility studies for developing, improving and maintaining wastewater systems o Utility acquisition and evaluation o Structural engineering as related to wastewater facilities o Electrical engineering as related to wastewater facilities o Mechanical engineering related to wastewater facilities o Instrumentation and controls engineering and programing for SCADA systems o Construction administration and construction observation-related engineering services for wastewater facilities o Wastewater facilities operational experience o Subsurface utility engineering and locating o Rate, Connection Fee, and Revenue Sufficiency Studies o Roadway design and construction services o Sidewalk design and construction services o Complete Streets design o Placemaking, wayfinding, and signage design o Stormwater treatment and conveyance system design and construction services o Park design and construction services o Park Master Planning Services o Redevelopment planning o Transportation planning o Strategic planning o Floodplain modeling and management o Architectural services o Landscape architecture o FEMA CRS coordination o Land surveying o Development plan review o Geotechnical engineering o Building plan review o Plumbing plan review o Electrical plan review o Mechanical plan review o Gas plan review o Building inspector o Plumbing inspector o Electrical inspector o Mechanical inspector o Gas inspector o Building Official services o Right-of-way and easement acquisition services o Structural engineering o Electrical engineering o Mechanical engineering o Constructability plan review/value engineering o Construction administration and construction observation-related engineering services for wastewater facilities o Public involvement services, including technical assistance for preparation of public information brochures o GIS Consulting Services, including application development, analysis projects, and staff training. o GIS & CADD design capability The Town shall request the services on an as-needed basis. There is no guarantee that any or all of the services described in this Agreement will be assigned during the term of this Agreement. Further, the Consultant is providing these services on an on exclusive basis. The Town, at its option, may elect to have any of the services set forth herein performed by other consultants or Town staff.
