The Owner is accepting bids for the furnishing of all labor, supervision and construction equipment required for the construction of the following replacing wooden transmission poles with new steel poles, and replace wood distribution poles, including the transfer of existing 69kV conductors, 13.2kV under build conductors and associated distribution facilities All work activities must be completed by December 19,2025. Construction is scheduled to begin on September 2,2025. All materials will be furnished by the Owner. All right-of-way clearing, easements and highway permits will be completed by the Owner prior to construction. A Bid Bond will be required with the bid proposal. The successful contractor(s) will be required to furnish a Contractors Bond and a Certificate of Insurance. All forms required by the Bidding Documents must be completed and submitted with the bid. Failure to do so may result in the Owner rejecting the bid. The documents will be taken under advisement pending review of each document. All bids shall be prepared and submitted in accordance with this Notice to Bidders, as well as the accompanying Notice and Instructions to Bidders, the Proposal, the Contractors Bond, the Bid Bond, and any referenced Project Manual, Plans, Specifications, and Construction Drawings (the Bidding Documents). The Owner reserves the right to reject any or all bids, to waive informalities and irregularities in bidding, and to accept and reject alternatives regardless of their order or sequence, unless otherwise called for in the Bidding Documents. The Owner shall have the right to take such steps as it deems necessary to determine the ability of the Bidder to perform the work, and the Bidder shall furnish the Owner such data for this purpose as Owner may request. The Owner reserves the right to reject bids where an investigation of the available evidence or information does not satisfy the Owner that the Bidder is qualified to properly carry out the terms of the Contract Documents and is thus not a responsible contractor. Failure to submit the requested information with the bid shall be grounds for rejecting the bid. Any alteration to the forms contained in the Bidding Documents or failure to submit all information or certifications referenced may be cause for the Bid to be rejected as nonresponsive. The Owner may consider, as nonresponsive, any bid on which there is a material alteration of, or departure from, the bid procedures stated in the Bidding Documents. The Bidder is solely responsible for verifying compliance with all bid submittal requirements in the Bidding Documents. Owner reserves the right to reject the bid or a Bidder who has previously failed to perform properly or to complete contracts of a similar nature on time, who is not in a position to perform the Contract, or who has habitually, and without just cause, neglected the payment of bills or otherwise disregarded his obligations to subcontractors, materialmen, or employees on the grounds that such bidder is not a responsible contractor.
