The City of Dover, New Hampshire is requesting pricing information and availability for the purchase of Traffic Control/Flagging Services to be used as-needed by the Community Services Department. Submitted Rates shall hold for one year and will be negotiated for the optional two one-year extensions. Rate increases, if any, for additional years will not exceed the Consumer Price Index (Boston). The contract pricing will be based on Time and Materials Only. Man hours paid under this agreement shall be only for production hours. Describe in narrative form the vendors approach and technical plan for accomplishing the work listed herein. Submit a schedule for completing the scope of work outlining the anticipated time frames and durations for the various services specified in the project approach. The Community Services Department has construction projects upcoming this year for which there will likely be the need for traffic control / flagging services. The City hopes to identify a qualified vendor with certified and trained personnel that it would call upon, as needed, to provide said services. The vendor selected must have at least one (1) employee representative that has successfully completed an approved flagger training course, be NH DOT certified and is certified to be a trainer for other company flagging personnel. Flagger training procedures must be revisited and repeated every three (3) years. A current certificate or other documentation indicating successful completion of an approved training course must be submitted along with the bid response for each trainer and/or flagger anticipated to work on a City project. Question Deadline 04/08/2025 Any questions or inquiries must be submitted in writing, and, in order to be considered, must be received by the Purchasing Agent (k.cragin@dover.nh.gov) . The City of Dover reserves the right to waive any formality, informality, information and/or errors in the proposals submitted and the right to reject any or all proposals at its discretion and to accept the proposal which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so.
