Renovation of a mixed-use development in Shreveport, Louisiana. Completed plans call for the renovation of a medical facility.

RFP is attached THIS IS A PRESOLICITATION NOTICE ONLY: No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to notify potential Service-Disabled Veteran-Owned Small Businesses (SVOSBs), in accordance with the requirements of Public Law 109-461 of this requirement. The Overton Brooks VA Medical Center has a requirement for to Replace BLDG 55 1st and 2nd Floor Boiler located at Shreveport, LA, Project# 667-25-190. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision transportation and anything else necessary to perform all work as described in project Scope of Work, Drawings, and Specifications. The applicable North American Industrial Classification System (NAICS) primary code is 238220, Plumbing, Heating, and Air Conditioning Contractors. The Construction Cost Range for this project (Magnitude of Construction) is between $250,000.00 and $500,000.00. Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions/Requests for Information (RFI s) to the Contracting Officer. A cut-off time/date for receipt of questions will be established and listed in the RFP as well as a time/date for the scheduled Site Visit. Only one Site Visit will be conducted and no requests for additional Site Visits or make-up Site Visits will be granted. Anticipated contract will be awarded using FAR 15.101-1, Tradeoff Process. This project will require a Bid Bond. A Site-Visit is planned and the information to support this site visit will be provided with actual solicitation. In accordance with VAAR 819.7003 Eligibility, at the time of submission of a proposal, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is certified for eligibility in theA SBA certification database atA https://veterans.certify.sba.gov/A (see 13 CFR 128). To be considered for award, SDVOSB concerns must be certified at the above link as an SDVOSB. SDVOSB concerns must also be registered in the System for Award Management (SAM) database. Information on certification processes can be found at https://veterans.certify.sba.gov/. Information on SAM Registration can be found at SAM.gov | Home. Joint Ventures must be registered in SAM as their own entity and one of the managing partners of the joint venture must be registered and verified as an SDVOSB in the SBA certification database. As a reminder, in accordance with VAAR 852.219-75, offerors shall complete the clause certification and submit with RFPs. Failure to provide this certification will deem the contractor ineligible for evaluation and award. The official Solicitation citing this same solicitation number 36C25625R0083 will be issued on or around 04/18/2025 on SAM.gov. RFIs should be submitted by email to the Contract Specialist, Jennings Herbst at jennings.herbst@va.gov. 667-25-3-1479-0033 The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Overton Brooks VAMC has a requirement to replace the existing heating hot water boiler (HWB) in Building 55. The existing boiler serves the 1st and 2nd floor in building 55. The existing boiler has a cracked water tube which cannot easily be fully repaired due to obsolete parts. Contractor must replace the boiler with a new boiler equivalent in heating capacity and capability, normal output: 489,000 BTU/HR and normal input 600,000 BTU/HR. Number. New boiler must be capable of operating on all existing utilities such as gas, water, and electricity to prevent any utility modification to be needed. All existing boiler control devices such as pressure relief valve, ignition module, boiler safety resets must be replaced and equivalent to the capability of the existing boiler. Contractor is required to remove the existing boiler in its entirety, install new boiler, make all connections and piping accommodations for new boiler, replace electrical as needed, and provide factory authorized startup on all equipment. Contractor must also interconnect the third-floor boiler with the first and second floor heating hot watersystem. This will work will facilitate the replacement of the 1st and 2ndfloor boiler. Contractor is requiredto install and connect two new 3" copper pipes from the 4thfloor attic mechanical room to the 1stfloormechanical room. Construct a chase wall to enclose the piping between the floors and core drill openingas necessary and match nearby existing paint finishes. Modify and repair all finishes to included but not limited to painting, flooring, ceiling tile and track. Relocate ductwork, grills, and HVAC components to facilitate new installation. Provide pipe hangers and floor supports as described in VA specifications. Add modulating control valves to allow the change over and floor interconnection to be controlled through the building automation system from the boiler plant. All sensors, modulating valves, and controls that are included within the project must be viewable from the BAS frontend. Install isolation valves, unions, sensors and mechanical components as shown in the drawings. Provide a test and balance agent to assist with controlling and balance the heating system after installation of all new work. All work must be performed as specified herein and shall be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and any other applicable codes. The Contractor must provide all necessary labor, materials, tools, equipment, licenses, permits, and services for completion of this project. The Contractor must be responsible for all damages to persons or property occurring as a result of the Contractor's fault or negligence. The Contractor must be responsible for all materials delivered and work performed until completion and acceptance of the entire work.
