The City of Derby, Kansas (hereinafter referred to as the "City") invites proposals for Surface Repair & Surface Coating of three (3) Pools and Refurbishment of Interior and Exterior surfaces of all Fiberglass Slides at Rock River Rapids Aquatic Park. Each bidder is responsible for their own site visit and any required measurements of pools and slides in preparation of proposal submission. In order to receive the best and most responsible proposals, the City desires to award a single contract for all services, however, partial responses based on the identified Scope of Work will be accepted and evaluated. Please carefully review this document. All proposals must be valid for 90 days. It is the sole responsibility of the proposer to see that its response and the appropriate documents are delivered on time. Any response received after the scheduled closing time for receiving proposals will be returned to the proposer unopened and will not be considered. It is the responsibility of the contractor to check Derby's website for information and updates. Proposed pricing for services may be disclosed at a public meeting to receive and to file responses of this solicitation at the City of Derby Board of Bids and Contracts meeting. Other information provided in your response will be considered proprietary and will not be divulged during the proposal review process unless otherwise required by law. Because the services sought will require the expenditure of public funds, part or all of the successful proposal, as well as a resulting contract, will likely be public records within the meaning of the Kansas Open Records Act. Prior to acceptance of a proposal, the information contained in each proposal will be used for evaluating the proposer's ability to handle the scope of services and will not be shared with persons not involved in the evaluation of proposals unless otherwise required by law. Questions Due 2p.m., April 11, 2025 This project will begin after the closing of the 2025 season (Monday, August 18, 2025). The requested services are for the surface preparations, surface repairs, pool coating of 3 pools & the refurbishment of fiberglass slides to meet the specifications outlined herein. In order to permit manufacturers to follow their standard manufacturing processes, minor deviations from the provisions of these specifications will be considered. Such deviations will be approved only at the discretion of the City and only if such approval, in the opinion of the City, does not adversely affect the goal(s) of the City. All deviations, however insignificant, must be fully explained on response sheets and shall become part of the proposal. The City reserves the absolute right in its obligation to the public to accept the proposal that best serves the public interest. A performance BOND, payment BOND, and statutory BOND each in the amount of 100 percent of the CONTRACT PRICE, with a corporate surety approved by the City, will be required for the faithful performance of the contract. The successful contractor will have ten (10) calendar days upon notification of award to execute the Agreement and obtain the performance, payment, and statutory BONDS and return all required documents to the City to the attention of Steve White, Parks Director. The proposal should contain detailed information containing the contractor's proposed schedule and order of work, as well as pricing, all in a manner that meets or exceeds the following minimum requirements and specifications. Provide a proposal bond equal to 5% of the combined total of the price proposed for Sandblasting & Surface Coating of the Pools together with the price proposed for Exterior Coating of the Fiberglass Slides.
